Better answer at that time two different language group reside in Kabul Persian speaker elites and Pashto speaker who wear burqa just like they do now but Persian speaker elites relates themselves to Persia and at that time Iran is more liberal people go to beaches wearing bikinis and for reference videos and movies available.

Interesting @Zibago . I can suppose it is the side effect of pro communist leaders in Afghanistan during 60's. But all in all we cannot claim that this kind of wearing could represent the vast majority of Afghan women in that time or at current times. Only a minority could have used mini skirts.
