Is Israel's expensive new war toy fitting for the challenges it faces?
Israel begins taking delivery of the F-35, but is it really the weapon it needs to meet future challenges, given the strategic changes in the region?

SHORTLY AFTER replacing Moshe Ya’alon as defense minister in late June, Avigdor Liberman, escorted by senior Israel Air Force officers and US Pentagon officials, visited an assembly line in Fort Worth, Texas, for the roll-off of the first F-35 fighter plane to be supplied to Israel.

A month later, the first fully operational F-35 with its newly installed avionics systems to be delivered to the IAF was tested by a Lockheed Martin pilot at the Fort Worth military airfield.

Liberman was accompanied on his trip by a group of Israeli security journalists and commentators who enjoyed the all-expenses-paid hospitality of Lockheed Martin.

Lockheed’s public relations department has invested, via its Israeli representatives, a lot of energy and resources to please its Israeli client and create a supportive atmosphere in the media, among former IAF personnel, and the public at large.

This is only natural for the company that for years has been under fire from the US Congress, the US administration, professional military experts, and even some of its test pilots who have raised doubts about the aircraft’s capabilities and performance.

The criticism directed at Lockheed Martin’s newest fighter jet covers several aspects. The F-35 ‒ which in Hebrew is known as “Adir,” translated as great, powerful, mighty, marvelous, wonderful, impressive ‒ is the most expensive weapons program in history, with a total cost of $1.5 trillion to the US taxpayer.

Since its inception in 2006, the F-35 program has been plagued by cost overruns and delays. The $1.5 trillion that will be spent on the program is considered, even by Pentagon standards, an enormous sum.

Due to its technical faults, it has been grounded twice. The last time was in June 2014, when during preparation for takeoff on a training flight at Eglin Air Force Base, the aircraft experienced a fire in the engine area. The pilot escaped unharmed, but the accident caused all training and flights to be halted for a few days. A year later, the USAF Air Education and Training Command (AETC) issued its official report on the incident, determining that it was the result of a failure of the third stage rotor of the engine’s fan module.

Because of its flaws, the program was strongly opposed by civic and military groups who labeled it “the most wasteful deal on Earth,” and called for it to be discontinued. But Lockheed Martin, with its strong lobby in Congress and the Pentagon, repelled all critics and survived the storm.

The aircraft, whose full name is F-35 Lightning II, belongs to the family of single-seat, single-engine, all-weather, stealth, multirole fighters. As the most advanced combat aircraft around, it is designed to carry 16 tons of missiles, bombs and fuel to perform ground attacks and air defense missions while sneaking through ground-to-air systems and avoiding being detected on radar screens.

The various controversies surrounding the program reached Israel, where it also generated public debate, but on a much smaller scale.

In 2010, then-finance minister Yuval Steinitz contested the purchase. He contended that such an important decision, which has enormous defense and economic implications, should not be left to the defense minister, the Israel Defense Force chief of staff and the commander of the Air Force, but rather should be considered and approved by a senior group of ministers, including some with responsibility for economic issues A year later, in 2011, former defense minister Moshe Arens, an aeronautics engineer by profession and supporter of “Blue and White,” meaning Israeli-made weapons, was against the purchase. He said Israel does not need the F-35 to maintain its technological superiority over the Arab countries, and would be better off developing its own aircraft that did not have the design compromises of the F-35.

Some former IAF officers approached by The Jerusalem Report are also critical of the plane’s capabilities, and expressed their reservations as to whether it is really the ideal flying machine to meet the threats and challenges Israel is facing currently and for the foreseeable future.

Yet they refused to be cited on the record fearing a backlash from their peers.

Nine countries other than the US – Australia, UK, Italy, Japan, Netherlands, South Korea, Norway, Turkey and Israel ‒ are committed to purchasing the plane, and some, such as the UK, are already testing it.

AMONG THEM, Israel is an important customer – probably the most important – to the giant US defense contractor that is producing the F-35. Israel will be the first country in the Middle East to receive the aircraft, and Turkey, a NATO member, will be second.

The IAF and its pilots are well appreciated in the US and considered among the best in the world, so it’s no wonder the reputation of the prestigious IAF is very appealing to Lockheed Martin, which hopes the IAF will inadvertently serve as a promoter and marketer of the F-35.

IAF pilots are already stationed at Fort Worth to learn and master the aircraft, though the first two planes will be flown this December by US pilots to the Nevatim Air Force Base in the Negev desert southeast of Beersheba.

Israel so far has committed to purchasing 33 F-35s to be delivered every year until 2021, with about 7 to 8 planes per year, and it has the option to purchase an additional 42 jets. The first batch of 33 will be divided into two squadrons.

The deal is worth more than $2.7 billion, which means each plane costs $85 million. But with Israel’s special requirements to be installed, the cost per piece will climb to round $100m. The US will pick up the tab, but the money will be deducted from the annual $3.1b. – to be increased to $3.7b. beginning in 2018 – of US aid to the Israeli military.

Clearly, the decision to purchase the plane is at the expense of other weapons systems ‒ air, land and sea ‒ needed by the IDF. For the price of one F-35, the IAF could, for example, have been armed with three or four of the most advanced F-16 fighter jets.

Israel was among the first nations to approach the US government to be supplied with the F-35 as early as 2003, when it signed a formal letter of agreement to join the System Development and Demonstration (SDD) effort for the F-35 as a “security cooperation participant” (SCP). The aircraft was then in its initial research and planning.

At least five reasons motivated Israel to be part of the program.

First, Israel, the IDF and IAF have always, as part of their strategy, aspired to be at the global scientific and technological fronts in order to preserve their qualitative edge and maintain aerial superiority over its Arab enemies and Iran.

Second, by participating in the program, Israel further enhances its security ties and cooperation with the US. Third, as part of the deal in an offset arrangement, Israeli defense contractors are manufacturing components for Martin Lockheed.

For example, Israeli Aerospace Industries (IAI) builds the F-35 wings. Fourth, the IDF-IAF perception was that having F-35s will increase Israeli deterrence and enable it to make preemptive attacks on hostile countries before a war is officially declared.

The fifth reason was, and still is, Iran.

It was estimated in Israel that by the time the first F-35 jet would arrive, Iran would be able to produce its first nuclear warhead. Thus, the F-35 would give the IAF better capabilities to strike against Iran’s nuclear facilities.

Since then, however, Iran has signed with the US and other major world powers the deal to slow down and reduce its nuclear program for at least 10 years. In addition, the “Arab Spring” of 2010 – which actually has turned into a bloody, brutal and harsh winter – wrote off three major Arab armies – Syria, Iraq and Libya – that were perceived as a threat to Israel.

These changes, which have led to the decline of nation states and their regular armies and the emergence of terrorist groups, above all ISIS, raise the question of whether the F-35 is the type of weapon Israel really needs to handle its future challenges.

That, however, is already a moot point.

The IAF will, by the end of 2016, be in possession of one of the most advanced and expensive war toys in the world. ■

That's over half of what we are ordering, even though we have the second largest order and even considering the fact that our defence companies and industry is the main manufacturer of this fighter jet/program outside the U.S.

Lol. Each partner/buyer had its own scheduled date for deliveries bro. Depending on the time and date they signed their contract and the contract stipulation/terms and conditions etc.

Even the GREAT BRITAIN who is the only tier one partner in this project hasn't yet fully taken delivery of its jets as of yet. Though we got 2 in our airforce for now(still not fully inducted as of yet)

'It's not a fair fight - and that's how we like it'
US pilots explain how it feels to fly the new F-35 stealth fighter - which Israel is set to get in December.

Speaking to DVIDS, pilots flying the new F-35A Lightning II fighter aircraft comment on how it feels to ride the most superior stealth fighters in the world.

Israel is the first foreign country to purchase the new F-35A. Its fleet, which is currently being built by Lockheed Martin, will be completed and flown in by December 2016.

During the annual Northern Lightning exercise, which runs from August 22- September 2, the US Air Force is putting the F-35A through its paces - and outpacing every other fourth- and fifth-generation aircraft.

"It’s not a fair fight, and that’s exactly what we want for our adversaries,” Lieutenant Colonel Brad Bashore, 58th Fighter Squadron commander, explained.

“To be on the offensive side this time and getting a chance to employ (those capabilities), I couldn’t ask for anything better. It’s like fighting somebody with their hands tied behind their back. It’s not a fair fight and that’s how we like it.”

During the ongoing exercise, Bashore and his wingmen at the 58th FS have been scoring as many as 27 kills in a single sortie.

“I remember the first time I flew against (fifth-generation aircraft),” Bashore said. “It’s a change in mind set because you can’t target anything on your radar - because it’s not there - and by the time you do potentially find something it’s too late and they have already shot you." The F-35A has a radar range which outdistances any known aircraft, making it almost impossible to be shot down.

“It’s frustrating, but at the same time understanding that it’s our asset is invigorating and gives you a lot of hope for the future as far as how successful this platform is going to be.”

While sharing many similarities with the F-22, the F-35A’s highly advanced range of sensors and communications equipment allow fighters to coordinate at lightning speed - and eliminate any safe space for the enemy to hide.

“We took off out of Madison [to join the fight],” said Lt. Col. Bart Van Roo, 176th FS commander, who was flying a "red air" enemy F-16 opposite an F-35A. “We went to our simulated air field out in the far part of the air space...We turned hot, drove for about 30 seconds and we were dead, just like that.

"We never even saw [the F-35A].”

Van Roo has been flying the F-16 since 2001 and as red air during Northern Lightning for 13 years.

“For us, as a capable fourth-generation fighter, we are used to being able to see and counter most adversaries that we have out there when we are playing red air,” Van Roo said. “Versus the F-35 it’s completely different. The most difficult thing is we just can’t see them like they can see us. It can feel like you are out there with a blindfold on trying to find someone in a huge space.

“We have been reliant on visual pickups of the aircraft only, which is extremely difficult to do, and at those ranges we are already dead before we could shoot back.”

The red air pilots have one comfort: When the games are done, the F-35A is on their side.

“The significant increase in situational awareness that it gives us on the battle field, the information sharing between jets, radar capability and of course the capability that we will have with our opponents not being able to see us will be a game changer,” Van Roo said.

Israel became the first country to select the F-35 through the United States government's Foreign Military Sales process when a Letter of Agreement was signed in October 2010. With the Israel Air Force planning to decommission its fleet of aging F-15s and F-16s, the F-35 will continue to ensure the country’s global competitiveness.

The Israeli Air Force gave the F-35 the Hebrew name Adir which, according to the Times of Israel, denotes awesomeness in modern Hebrew.

Three months before the long expected landing of the first two "Adir" (F-35I) jets in Israel, the "Adir" Division's new symbol has been revealed. "The symbol is of a modern design and expresses the division of the future", shared Ra'anan Weiss, a graphic designer who has a long standing professional relationship with the IAF and who designed the new symbol.

While most symbols in the IAF are circular, the "Adir" patch is a pentagon. "In accordance with the requests of the ‘Golden Eagle' Squadron establishment team, the symbol has five sides and symbolizes the fifth generation".

Following much thought and the examination of ten different symbols, the current symbol, which expresses the characteristics of the stealth strike fighter, was chosen. "The black color represents night activity, stealth and mystery. The patch is framed in grey, the color of the F-35I itself".

The symbol is also made of a special material: most IAF patches are embroidered, while the new symbol is made of PVC (Polyvinyl chloride) which makes it more resistant to wear and tear and to dirt. Besides these practical advantages, PVC has design related advantages as well, such as the creation of a 3D effect and the ability to add glow-in-the-dark elements, specifically, the name of the aircraft.

The Spearhead
As stated, the first two "Adir" jets will land in Nevatim AFB in three months. With the new patch on their arms, the ground and air crews continue preparing for its arrival.

The "Adir" is to be the spearhead of the IAF. It is equipped with advanced avionics, intelligence and surveillance systems in addition to its attack capabilities and is of course the first stealth aircraft to serve the IAF.

By the end of the month, the maintenance personnel sent to the USA for conversion training in preparation for the F-35I expected to return to Israel. Upon their arrival, they will be greeted by fully equipped HAS (Hardened Aircraft Shelters) and sheds.

Simultaneously, the preparations continue: the work on aircrew simulator infrastructure and “Adir” computer systems was recently completed. In addition, an “Adir” engine was brought to Israel in order to provide the responsible maintenance personnel with practical training.

As a part of the integration process, thousands of new tools unique to the aircraft were purchased from “Lockheed Martin”. Over the past month, about 9,000 tools have arrived and have been dispersed throughout the different maintenance units in Nevatim AFB. Besides the tools, additional instruments have arrived such as ground equipment, maintenance support equipment and test equipment which will all support the jet’s operational activity.

Safe & Efficient
Tool management will be very different under the wings of the “Adir”: if until now technicians used to walk up to their aircraft with a toolbox in hand, the “Adir” technicians will have "smart tool" carts at their disposal which will assist in safety supervision. In addition, the acquisition of a machine which provides parts such as screws has been approved in order to reduce the risk of forgetting parts in the aircraft.

“We are bringing something new to the IAF's maintenance division. The world of tool and equipment management will change for good”, said Maj. Shahar Cooperberg. “At the end of the day, the innovations are made in order to improve the technicians’ maintenance abilities, provide them with a comfortable work area and advanced technology and we get better supervision over the maintenance process in order to adapt the IAF’s maintenance division to the fifth generation”.

Fuel line glitch hits 57 F-35As

The US Air Force has ordered a temporary pause in flight operations for 15 Lockheed Martin F-35A fighters after discovering peeling and crumbling insulation in avionics cooling lines inside the fuel tanks, the service says in a statement today.

During a routine maintenance check, insulation from an avionics cooling line within a fuel tank was found detached from the line of one F-35A fighter, the F-35 Joint Programme Office said today. A supplier used nonconforming material for the tubing insulation which was not compatible with fuel and caused the insulation to deteriorate, according to the JPO.

“This insulation could, under certain circumstances, obstruct fuel flow in and out of various fuel tanks,” the JPO says. “Thorough review of production records indicates the problem is limited to only 57 F-35A aircraft.”

The issue affects 15 aircraft, including 13 USAF fighters and two Norwegianfighters. Four of the 15 fighters, two USAF and two Norwegian, were housed at Luke Air Force Base, Arizona, for training. One USAF F-35A completing operational test and evaluation at Nellis Air Force, Nevada and 10 aircraft at Hill Air Force Base, Utah will not fly.

The maintenance issue will also affect 42 production line aircraft, which the USAF and partner nations have not yet accepted, a USAF spokeswoman told FlightGlobal. Those partner nations include Norway, Japan, Israel and Italy, a Lockheed spokesman confirmed. Lockheed says the supply chain issue should not affect negotiations with the USAF or Norway.

“This was an issue where we got a bad part,” he says. “It has nothing to do with the capabilities of the airplane, contract negotiations or weapons employment. I don’t want this to get mixed up with other SDD [System Development and Demonstration] issues we’ve dealt with in the past, we haven’t had any of these issues.”

Lockheed has determined the issue is limited to the conventional takeoff variant based on when the parts were installed on the jet, Lockheed says. Although the F-35 fighters are common, the three variants’ wing designs are distinct and the tubes delivered to Lockheed were designed for the A model wings, Lockheed says. The company is working on finding the best way to replace the tubes on the 42 production aircraft, but has not determined if that change will cause a delay, he adds.
