F-16 deal no longer a viable offer, says US

WASHINGTON: The F-16 deal was no longer a viable offer, a US State Department official told a Capitol Hill meeting on Thursday, as other speakers urged the United States to help improve Afghanistan-Pakistan ties.

“The drone strike that killed Mullah Mansour was an ice-breaker. There could be more strikes in Balochistan now. This is a very dangerous situation for Pakistan,” warned Marvin Weinbaum, a US scholar from the Middle East Institute, Washington.

A spokesman for the Pakistan Embassy, Ubaidur Rehman Nizami, however, urged members of the Quadrilateral Coordination Group to get together to consider the consequences of the May 21 drone strike that killed Mullah Mansour. The group includes the United States, China, Afghanistan and Pakistan, formed last year to seek a negotiated settlement to the Afghan dispute.

The Capitol Hill meeting was organised by the Pakistani American Congress, which holds this annual event to present Pakistan’s case before US lawmakers.

“Forever is a long time but the term of the offer has expired. So for now it is not a viable offer,” said State Department official David Ranz, when asked if the US offer to sell eight F-16 fighter jets to Pakistan was dead.

Mr Ranz pointed out that Congress did not approve the Obama administration’s request to use US funds for subsidising the deal and that was why it expired, on May 24.

Besides preventing the sale, Congress made “a significant portion” of the military assistance to Pakistan “conditional to taking action against the Haqqani network”, he added.

Pakistan has been receiving about a billion dollars from the US Coalition Support Fund as reimbursement for its efforts to combat terrorism.

“We are committed to this important relationship with Pakistan. We are committed to getting through the challenges, and to building a stronger relationship,” Mr Ranz said.

The official pointed out that Pakistan was the biggest beneficiary of the US education assistance and the United States was also working closely with Pakistan to help the country overcome its energy crisis.

But sometimes, “the cooperation is subsumed by the challenges, which get the lion’s share in the media”, he said.

Mr Ranz, however, acknowledged that the United States had concerns about Pakistan’s nuclear programme and about terrorist groups like the Haqqani network and Lashkar-e-Taiba.


Besides these two long-standing issues, recent short-term issues like imprisoning Dr Shakil Afridi, who allegedly helped the US trace Osama bin Laden, also strained bilateral relations, Mr Ranz said.

Steve Cohen, a scholar from the Brookings Institution, said that “roller-coaster” was an apt description for Pakistan-US relationship and warned that if this “roller-coaster” went on for too long, it could also break.

Mr Cohen said that the US Congress was “deeply concerned” about the possibility of a war between two nuclear-armed countries, India and Pakistan.

The renowned American scholar also urged Pakistanis not to blame outside powers like the US and India for their internal problems, like the insurgency in Balochistan but also to look at the mistakes they had made in that province.

Mr Weinbaum urged the United States to shift its focus from seeking reconciliation with the Taliban to “promoting reconciliation between Afghanistan and Pakistan”.

He argued that unless relations between the two neighbouring countries improved, there could be no peace in the region.

That's BS. The real story is, Lockheed martin need their F-16 production line workforce employed until they can be transition into F-35 production line. They lobbies to US govt and congress to keep their line rolling. US offered only 8 F-16 to Pakistan to keep them employed until F-35 start full speed production. Last month lockheed martin started full speed production of F-35 and congress pull the plug on Pakistani F-16 aid. I mean think about it, Pakistan will get this money anyway, but not for F-16 anymore cuz US wants Pakistan to place order for other stuff that will keep some other industry rolling. If anyone heard about the story of Boeing C-17 Globemaster, it was all politics. USAF end up buying more C-17 than required and overpriced, cuz it was supporting industries in many stated and there was a pressure to keep buying from different congressmen.



a new deal should happen in the next year or two

for 16 F-16s to keep the F-16 line going strong :-)

deal is U.S pays for half and Pakistan pays for half, that seems fair right?

total deal is $1.8 billion and Pakistan pays $900 million, if you don't have the cash I bet China wouldn't mind giving you a low interest loan :wave:

Chinese aren't going to give cash for US hardware. F-16 line is winding down. As per lockheed martin, after last few F-16, which I believed was for Iraq, they are transition their workforce to F-35s. They are set to quadruple F-35 production.

Chinese are all about business, brother sister thing comes later. Why would they fund US Jets when they are pitching their own J-10 and J-31s. Pakistan can surly milk Saudi if she play her card correct but than again, It's all about cost to benefit ratio. For some serious money, Russian might end up offering better deal with their SU-35s with less strings.

I don't believe China is going to sell Pakistan J-10 and J-31. they seem fine just selling JF-17 and upgrading it for Pakistan.

that's the thing, apart from a Chinese soft-loan, which can only be for Chinese fighters, they're out of options.

problem is they can't go for Russia fighters like the Su-30/35 or Mig-35 since India owns the Su-30MKI and Mig-29K/ you have many years of experience flying these birds....you know their weaknesses and strengths better than even the Russians I bet.

J-10 is basically a F-16 but is considered 3.5 gen and not sure it worth wasting the money on it.

J-31 kinda makes sense depending on price and how stealthy it really is.


if Pakistan can get dozens of J-31 paired with PL-15 missiles that might just even out it's disadvantage against the India Air Force

i know the single euro fighter costs 125 BP ($180) but i said vision and building of funds

In the cost of 40 F-15SA 4 billion PAF can get 50 SU-35's with no sanctions. They even get the Chinese flankers and J-10 options available with engine issue resolved.

4 billion also gives around 36 EFT with avionics engines and weapon systems for the JF-17. It also opens up Chinese Flankers J-10's J-31's and TFX options.

Where would PAF go would become clear in a few months from now.
