This time there will be no prototypes. We will design for production. We have learned from the mistakes we made in the Tejas.

I fail to understand wisdom behind this decision. Tejas-1 suffered setbacks not because a prototype was there but because prototype wasn't satisfactory. Now idea is not to have a prototype and they will design for production. "Na hoga bans, na bajay gi bansuri" - as good as - no prototype, no setbacks. But Now production will bare the burden of trial and testing - very unusual and risky approach.

But it may make sense if block-II is meant to have marginal improvements and nothing which would require architectural changes. That means there will be a little improvement leap between block-I and block-II.
