It is collective psyche of people of armed forces that after retirement they repent or distance themselves from previous actions. And their biggest argument is that they were just following orders.

It shows there's no discussion in the armed forces. And actual forum of discussion i.e. parliament is kept weak and disfunctional.

So only option you have left is, impose your orders within the armed forces and outside.

I don't think that there would not have been some discussion, they are doing excellent job securing eastern border, smuggling on this border is equal to zero.

That would be going against a well establishment tradition, discipline, and mindset that has been in place since Mir Jaffer's army which is the ideological, cultural and religious predecessor and genesis of today's sepoy Army of Pakistan. It will never betray the trust of it's colonial masters. It is the same unflinching loyalty and discipline that allowed a few thousand Europeans to rule the subcontinent inhabited by millions upon millions of human shaped compliant sheep.
