Kerala is really unsafe for women ,and when I say unsafe I really mean it, and I am saying this from perspective of a Delhite. Women have much higher chance of being harassed in Kerala in daily life, than in any other state, including the infamous ones like Delhi.

@Sky lord has given ie that of sexual repression is not correct. This tendency has nothing to do with sexual repression, North-South ,or attractiveness of people. It has everything to do with weakening of traditional morality, lack of efficient policing, and detachment of a whole generation from their social mooring.
People would be surprised to know that China, India, Tibet, Bhutan have lower crime rate than (homicide per capita) European average. The thing is that crime (which include harassment of females) happen due to more than one reason, and there are more than one way to prevent it.Those are:
1. Traditional morality. Indian traditional morality has always emphasized on non-violence and sexual conservatim. This causes an inhibition among individual when they have an urge to commit crime. In India, life is valued much more than in South America where people would kill you for sake of $10 with disturbing regularity.This traditional morality also ensures that people have less propensity to commit crime to begin with. Social inhibitions are most potent civilization force and civilization outcome at same time.

2. Strong Policing: Another way to ensure law and order is by creating a strong Policing system which could coerce order out of its population.
The problem with Kerala is that it has discarded first without developing second. Add to this easy money available from gulf and you have all that unsavory tendencies rising in Kerala: Whether it is supplying Jihadis for IS, Alcoholism, or Female harassment.
The back of traditions ,among Hindus and Christians, have been broken there, without any replacement by state institutions to cover that rot.
