EU report: Seven Indian companies are making parts used in Isis bombs

Seven Indian companies have featured on a list of commercial entities that are reportedly involved in the supply chain of bombs used by Islamic State (Isis/Daesh) terrorists. The research funded by the European Union named 51 commercial entities from 20 countries that are involved in the supply chain of components used by IS to create improvised explosive devices (IEDS).

Turkey, Brazil and the US also feature on the list of countries that have sold, produced or received more than 700 components that end of in Isis explosives. The research was conducted by the Conflict Armament Research (CAR) and mandated by the EU in order to investigate the supply chain of weapons into armed conflicts. Among the list of Indian companies were Solar Industries and the Gulf Oil Corporation.

The report, Tracing the supply of components used in Islamic State IEDs, stated: "IS forces have manufactured and deployed improvised explosive devices across the battlefield on a quasi-industrial scale. Responsible for a large number of civilian and military casualties, these improvised bombs endanger and significantly delay ground operations against IS positions, while threatening the safe return of displaced populations."

The 20-month investigation concluded that IS IEDs are made of components that are cheap and readily available, becoming the terrorist group's "signature weapon". It also ntoed that IED components are commercial goods that are not subject to government export licences, making their transfer across borders relatively easy.

Speaking about India's involvement in the supply chain, the report noted: "Seven Indian companies manufactured most of the detonators, detonating cord, and safety fuses documented by CAR's field investigation teams. Under Indian law, transfer of this material requires a licence."

The report confirmed that all components from India were legally exported to Lebanon and Turkey under government-issued licences. It indicates that licensing has not been sufficient enough to prevent IS from obtaining the components they need to create IEDs. The research noted that detonators and detonating cords, components that were exported from India, are also largely used for commercial activities such as mining and industry.

Furthermore, the report pointed out that civilian components such as mobile phones were also being investigated. Nokia Solutions and Networks India was listed as one of the countries whose products were being used by IS terrorists in the bomb supply chain. CAR stated that IS forces in Iraq used a Nokia mobile telephone in the manufacture of a "specific type of remote-controlled IED".

A spokesman from Chamundi Explosives told IBTimes UK: "We wish to mention that our product, namely Safety-Fuse, is an explosives accessory. Moreover, we have never exported our product to Lebanon or Turkey.

"To CAR – UK-based – we have also intimated that we never exported our product to Syria or Iraq. Lastly, take note that most of the time our product are procured from us and exported by merchant exporting companies who are mostly explosives manufacturers of India."

Idune - you conveniently pick on India. What about the other nations that have "supplied" the ISIS as per your interpretation? Or is this a trollfest post where you want to find baits and start a flame war? Are you so stupid to understand that once goods are on retail / wholesale supply, they can exchange hands through any route? That said, even a Chinese made cable can fall into ISIS bomb making technology. Are you going to blame CHina for that?

As Bangladesh being targeted by IS, it is all relevant to renew the understanding of two face snake India. In one face india suply ISIS bomb and in another face india try to send occupation force and investigator in Bangladesh. Those illegal indians in Bangladesh were jumping up and down and tried to hide venomous indian face behind "conspiracy" excuse should be listed for future justice.

a detonation cord is not really a difficult peice to get. India probably makes it cheaper. Just get the ISIS access to Ali Express and they ll probably order a lot from China as well.

I mean seriously.. apart from oil and food, most of the ISIS's industrial need is being supplied from outside of ISIS.

7 Indian firms among those in Islamic State supply chain: EU study

Seven Indian companies figure in a list of 51 commercial entities from 20 countries that, according to an EU-mandated study, are involved in the supply chain of over 700 components used by the Islamic State to construct improvised explosive devices (IEDs).

While four of the seven Indian firms denied having exported explosives or accessories to either Lebanon or Turkey, two confirmed that smaller suppliers of components such as fuses or detonating cords do not export these items directly, but through trading intermediaries or merchant exporters, and are mostly unaware of the final destination of the products.

The study, conducted by Conflict Armament Research (CAR), reported that Turkey topped the list of countries with a total of 13 firms involved in the IS supply chain, followed by India with seven companies. The Indian firms were mostly found to be manufacturing detonators, detonating cords and safety fuses.


The CAR study, which spanned a period of 20 months, however noted that the components were all “legally exported” under government-issued licences from India to entities in Lebanon and Turkey. The named companies produced, sold, or received critical material, such as chemical precursors, detonating cords, detonators, cables, wires, and other electronic components.

“Our product, namely safety-fuse, is an explosives accessory. Moreover, we have never exported our product directly to Lebanon or Turkey. Most of the time, our products are produced by us and exported by merchant exporting companies like Solar Industries, Economic Explosives, Premier Explosives and Ideal Industrial Explosives — all explosives manufacturers,” Jay Khemka, general manager of Chamundi Explosives, which is reported to have supplied safety fuses, said.

All companies named by him figure in the CAR list.

Solar Industries, which according to industry players is the biggest exporter among all the named Indian firms, did not respond to an email sent by The Indian Express. When contacted over phone, relevant officials in the company declined to speak on the issue. A spokesperson for Secunderabad-based Ideal Industrial Explosives said, “Neither our company nor our sister company, that is, Ideal Detonators Pvt Limited have exported any products to Lebanon and Turkey. The allegation said to have been published in the (CAR) report is false and baseless.”

According to the CAR report, the terror group mostly uses Nokia 105 mobile phone for remote detonation. Apart from Turkey and India, companies from the US, Brazil, Romania, Russia, the Netherlands, China, Switzerland, Austria and Czech Republic were also reported to be involved, it said. The study noted that governments and firms need to do more to track the flow of cables, chemicals and other equipment.

CAR’s executive director James Bevan said, “These findings support growing international awareness that ISIS in Iraq and Syria are very much self-sustaining — acquiring weapons and strategic goods, such as IED components, locally and with ease.”

The report said that CAR gained access to the components through partners, including the US-backed Kurdish YPG in Syria, the Iraqi Federal Police, the Kurdistan Region Security Council and forces of the Kurdistan Regional Government. These components were seized during battles in the Iraqi towns of al Rabia, Kirkuk, Mosul, and Tikrit and the Syrian town of Kobani.
