Since economies of China (industrial) and Russia (resources) are highly complimentary, and that China has adequate financial resources (2014 trade surplus ~$382 billion, Forex ~$4 trillion, GDP ~$10.355 trillion), with support from deep political connection, a basket of bi-lateral arrangements could be better and more efficient than a multilateral platform like AIIB. It might not be in Russia's national interests to join AIIB at this moment.
