Estonia will sign contracts worth approximately €200 million to buy armored vehicles from Turkey for the Estonian Defense Forces (EDF).

It does not work like that, they open a tender and invite companies talk about ther demands. First they test your equipments after that you give your offer. After valudating they give you the project, ther was no single American company in this tender. The countries was France, Finland, Spain, Israel, Italy and Turkey.
