You can't amend the constitution without passing it 2/3 of senate.
Right now PTI is 1/3 of senate.

You can pass the normal bills even by calling the joint session if you have less numbers in 1 house but you can't do it for amendment.

Also if you want to change boundaries like they did with FATA or want to make urban sindh or south Punjab province
Then you have to pass it from provincialism assembly too like they did for FATA in KPK assembly

Pervaiz Elahi is sakht rami jakut he will keep police in check and that would be more than enough for pti to gain 2 more seats which will result in pti seats alone being more than pdm alliance in PUnjab
You have to remember PUnjab right now is more important than federal government

PP7 was handed over by ecp. ECP is in bed with pmln especially their chairman. The time pp7 result was put on hold, pti already won 15 seats so there was no point for est. to stepped in that time for just 1 seat.
