NEW DELHI, AUG 14: Internal politics, forthcoming elections and the future of Bangladesh were the key issues discussed in the meeting Bangladeshs former President H.M. Ershad had with Indias Prime Minister Dr Manmohan Singh here today.(The Independent).
The importance of the discussions can be gauged from the fact that the two leaders far exceeded the time officially set aside for the meeting. Ershad and Singhs meeting was originally scheduled for 20 minutes but the discussions went on for 35 minutes.
Dr Singh had met General Ershad during his Dhaka visit after which he had told the Indian media: .. we seek to develop our relationship with all sections of public opinion in Bangladesh. We want to reach out to all the people and all the political parties in Bangladesh. It is in that context, that I met Begum Khaleda Zia, as well as General Ershad, and the impression that I get from my talks with both these leaders are that they would like to work with us and the Government of Bangladesh to forge closer cooperation and develop our relationship in diverse fields
Ershad, who it seems is on a private visit, is also slated to meet President Pranab Mukherjee on August 17.
Politics apart, pending bilateral issues figured in the discussions between Dr Singh and Ershad. The PM it is learnt to have assured Ershad that these will be resolved very soon.
Teesta and the Land Boundary Agreement were specifically discussed and Dr Singh, it is learnt, assured an early resolution on both counts.
According to sources, Dr Singh said that his government will do whatever possible to resolve these issues. Without setting a deadline, he assured Ershad that this will be done sooner than later: As early as possible is what Dr Singh reportedly said. On the Land Boundary Agreement, Dr Singh apprised Ershad that a Constitutional amendment is necessary before the Agreement can take effect. In this context Dr Singh is believed to have told Ershad that his government does not enjoy the two-thirds majority needed for the amendment to go through. He, however, said that they are trying for an all-party consensus and hoped that it will come about soon.
Another issue, which reportedly figured during talks between the two leaders, was the mega Tipaimukh multipurpose hydel project. Dr Singh assured Ershad that India would not do anything which would go against Bangladesh. He is understood to have said that Bangladesh could invest in the power plant. On the river linking projects, Dr Singh is believed to have assured Ershad that the project will not affect international rivers and only rivers within India would be included.
Even though Dr Singh reiterated stated positions on these issues, Ershads visit and meeting with top leaders in India assume significance. Bangladeshs restlessness over Indias non-delivery is well known. Even though India had asked Bangladesh for time to sort out its internal problems, Bangladesh wants quick results from India. It is pressing for an early resolution of outstanding issues and has, in the past, expressed discontent about the tardy progress. As of now, there is not much change in the political climate within India or signs of Opposition thawing and going along with Manmohan Singh Government, which leaves it little option except reiterating stated positions.
Meanwhile, Indias External Affairs Ministry has said that General Ershads visit is part of our ongoing engagement with a democratic and multi-party polity in Bangladesh. The Prime Minister, it said, had conveyed the high priority that the Government and people of India attach to developing the friendliest of relations with Bangladesh which is an important neighbour of India.
Our Special Correspondent adds: India wants Ershads hardline vote bank to stay with Sheikh Hasina to keep Pakistan, Jamaat and BNP alliance cool diplomatically because that is somewhat advantageous for Delhi. And it is essential for India to walk in tandem with a leader like him, said the Anandabazar Patrika on Tuesday on the ruling grand alliance major partners visit to New Delhi.
The mass circulation Bangla daily from Kolkata summed up his visit saying the Indian leadership consider it important as they are urging him to play an active role to keep the political situation in Bangladesh stable until the next polls.
Ershad recently rigged up the minus two theory saying the two ladies who dominate the countrys politics should be out as they have pushed Bangladesh to the brink.
Manmohan Singh government wants bilateral relations with Dhaka uninterrupted when it consider the relations were proceeding on a positive note after a long time since Hasina government came into power. Hasina government has been given financial assistance to improve infrastructures at a very low interest. Manmohan does not want the course of bilateral relations to falter.
It has conveyed to Ershad that India is sincere to quickly reach an agreement on Teesta. Foreign Secretary Ranjan Mathai has told the former Bangtladesh President that it is necessary to arrive at an internal consensus, the Anandabazar further reported.
