The question that should be asked is, will it make command and control in the Turkish military significantly better, or is the current command and control facilities sufficient? Perhaps the older building were so worn out this is indeed a much needed upgrade that will allow the Turks to modernize all aspects of their command and control as well as build in the means to mitigate the risk of espionage against them.

I don't think Turkey needs more gigantic projects right now when the Lira is so low and the people are complaining about the food prices etc. He even has a command and control center in the Presidential Compound in Ankara!

The new buildings to be built here will be equipped with the latest technology including great cyber security and cyber defense capabilities


so Turkey's developing and changing defense needs are met in close coordination with all units under a common roof and a strong infrastructure
