The forums format is still alive and still kicking.

Facebook would have to adopt a forums format, which they can but they are too concerned of doing something unique. Forums don't attract the same activity as social media so Facebook does not have that much of an incentive to pull this insignificant number of people there too.

Forum have their own identity by generating this unique value among wise community, thinktanks, researchers and other. one the other hand face book is social net work for communicating peoples around the world. So there is wide difference between two subjects.
Forums are used by various intellectuals but face book used by various trolling parties and peoples.
