Electricity shortage

In Islamabad it takes about 10 lakh to get your house fully off-grid and solar powered (1 lakh per 1000 kV). The solar panels are good for 25 years and the battery system is good for about 5 years. If you get a good system then during the day, the batteries are by-passed, your electric needs are filled directly by the panels. The excess electricity (which is huge during the day) can be sent into the Wapda grid. The cost can be made up in 3 years and then the house is almost off-grid (IMF has forced Pakistan to increase electricity tariff every 3 months).

-Why can't the govt pass a law that every house in the affluent areas must have this system?
-Why can't the govt give subsidy where every house in the city gets this system? The house owner can continue to pay the bills at a fixed rate for 3 years to cover the cost?
-If every house starts adding electricity to the grid, how much can a city produce?
-if the cities are producing electricity instead of consuming, won't this end the circular debt issue?

Even if they don't contribute to the national grid but are able to be self-reliant that will be a massive boost. The government needs to promote solar energy by discouraging any taxes or import duties.

This is the main issue I see:
The entire system is made in China. The person who installed it said that his company in Islamabad is installing one system every 3 days (most in f*, e*, g* sectors). Majority of those who get it say no thanks when he offers the smart meter which sends power back into the grid. His is not the only company.

-At this rate, how long do you think it will take before majority of houses in Pakistani cities will switch on their own?
-What will power generating companies do then?
-Why can't govt get in on this instead of putting tariffs on solar panels?
-In the west they use electric cooktops and ovens, no gas. Why can't Pakistani houses do the same.
-Imagine houses with no Wapda and no Sui gas needs!

Germany (under putin's pall Gerhard Schroder) ceded the solar industry to china and the US is still bitter about that.

The US or any EU country will not have any issue setting up a solar industry in Pakistan to prevent this money going to China.

How about the government let its citizens run the government too?

It's obvious it's so incompetent it can't do the jobs that it should be doing and instead the public has to come up with creative ideas to help the government besides paying hefty taxes.

You will never ever hear in any developed world where the citizens have to help the government do the one job they're taking money from people to do - generate some damn electricity.

it does not really make sense. The LCD screen on the system says that half of the electricity being generated is going to waste. That's worth about 20K rupees per month. A simple law that everyone installing this system must use the meter which puts waste into the grid will provide immediate benefits.

if the dude in the video can figure this out in that small town then surely the govt knows. What gives?

I've just found out that solar geyser is a thing after watching that video, and its not that expensive either.
