Fishermen on both sides need to be given propper education...and certification on use of navigation equipment so that this non ending chain of fishermen arrest can stop..
A waterproof marine GPS can cost something like 200 Dollars which a poor small boat owner cannot afford....But there are things that can be done.

They should be released and send back to their homeland if not found doing anything illegal other than fishing.

Both sides should make mandatory for all the fishing boats to be equipped with GPS navigation systems giving them information of maritime boundaries.
