Egypt's Military Spending

As per my knowledge, so far Egypt bought or going to buy,

1. 24 Rafale fighter jets
   
2. One FREMM Aquitaine-class frigate (Will probably buy 8 of them)
   
3. 2 French-made Mistral naval helicopter carriers
   
4. 46 Kamov Ka-52 attack helicopters
   
5. 762 MaxxPro MRAPs
   
6. 50 Mig-35 Fighter jets
   
7. 4 Type 209/1400-class submarine
   
8. 6 Gowind 2500 tonnes corvettes
   

Am I missing any other major deal? And someone please also elaborate that why Egypt is pursuing such a rapid military modernization programme despite its weak economic growth since Sisi took charge? Any adventurous motives or just simple modernization?

Isn't it obvious? Sisi is a Military leader and autocrat. How do you control the military? Give it more power and new shiny gear and weaponry. By him having control of the military he gets to keep control of the state and suppress potentially rebellions and rioters. He keeps spending to keep control, even though it's completely counter-productive because he is wasting away the economy.

Overthrows only happen when the Military wants it to happen, that's why Sisi is giving so much money to the Military in government contracts,manufacturing and new stuff.

Maybe another FREMM, not eight.. You forgot one deal announced by the official Egyptian Television, it is a deal for 29 SU-35 and also some 16 or more K-52 Katran for the Mistrals, plus more than a billion dollars to equip the latter with high tech equipments, add 12 optional Rafale.. And no Egypt is not planning an invasion, it simply wants to protect it assets in the sea:

They have announced the 29 SU-XX deal with the new military deals that Egypt had signed, so the civilian jets are out of question here.. They did not announce which version of the SU Egypt is getting though, they have just mentioned SU fighters, so they can be SU-30 Egyptian special edition very close the Su-35 or the SU-35 itself..
They did mention the K-52 Alligator hellis and not the K-52K Katran since it is still being negotiated for around 32 units..but they run into some technical problems, that is why it has been delayed..

The last thing is that there is a vacuum in the region as armies of Libya,Syria and Iraq collapsed and needs time to regain its power so that Egypt is Upgrading it's weapons.
