The polls show that China's image in Mulim countries are not bad, but China cares more about cultivating good relations with the governments, that's all what politicians care in the world.
As for persecution, China has the law to garanttee freedom of belief, Uighurs are not the biggest Muslim group in China, Hui Muslims are , but China doesn't allow separation movement trying to break up China, be they Muslims or Tibetan Buddists.
