Mohammed Najib, Ramallah - IHS Jane's Defence Weekly
26 August 2014

Egypt has agreed to train the Presidential Guard (PG) of the Palestinian Authority (PA) in border security duties, PA sources have confirmed.

The agreement was reached at a meeting between PA President Mahmoud Abbas and his Egyptian counterpart, President Lieutenant General Abdul Fatah al-Sisi, on 23 August in Cairo. Abbas said that about 1,000 PG personnel would be trained for one to two months on controlling the PA's ground crossing points with Egypt and Israel as well as protecting the border between Gaza and Egypt along the 14 km Philadelphi route.

"We need to re-qualify our PG's 1,000 personnel in Gaza, who have not practised this job officially for the last seven years," Brigadier General Ali Qaisi, commander of the PG's Gaza branch, told IHS Jane's on 26 August.

"The crossing terminal management and border protection job requires different training to VIP protection," he added.

The PG is an elite special operation and counter-terrorism force of 2,800 personnel that was trained under US sponsorship and is considered the elite VIP protection force of the PA.

The PG was given control of the Rafeh crossing terminal with Egypt as a result of the PA-Israeli European agreement signed in 2005 and remained on those duties until the military subjugation of Gaza by Hamas in mid-June 2007.

"We are ready to move our forces to Egypt as soon as we get instructions from the political leadership," Brig Gen Qaisi said, although he added that it was currently unclear where the vehicles, arms, and equipment required for the mission would come from.

Hamas security forces seized the weapons, vehicles, and headquarters of the PA security forces when they took control of Gaza.

Brig Gen Qaisi said that if 1,000 PG personnel were not enough to cover the border security mission, he would either consider using personnel drawn from the PA national security and police forces under PG control, or call upon PG units operating in the West Bank to boost the border security force.

What do they need training for?

You didn't answer my question. Military training is not needed. Civil training is needed on how to run the border. There is no reason on earth that you need 1,000 'security' forces on a little border crossing. Have you ever seen the Rafah crossing? I have, it's tiny. No more than 50-100 men are needed for order. And where would these men be put? Next to gates where like 9 Egyptians soldiers man?

Protecting the border? What do they mean by that? Protect it from Egyptians? And how long will this take? Is Egypt going to come up with another excuse to keep the crossing closed? You know they make good money off that crossing. I want to know who these backwards people are that are making the decision to keep it closed.

And we need to stop acting like these 'elite' forces serve any purpose other than preventing a third uprising against the Israeli occupation. When Israeli's tell these 'elite' forces to leave their cities they act on that order. They serve a counterproductive purpose which allows Israel to steal more Palestinian land.

The PA unfortunately has no choice but to submit to US-Israeli demands because that is where their budget comes from. The US/Israel threaten the PA with sanctions every time the PA tries taking an approach to get international recognition for Palestinian rights. The time right now is meant to make serious diplomatic moves and Egypt should open the border either way. Especially in the summer people want to visit their families. The PA won't deploy until there is real progress for 'peace' plan. The people on the border and the Egyptians always worked together and had few problems. Only when the Sisi came who thinks he is sent by God for Egypt did that go downhill.

Ask the PA. All I know is that the PA requested training from Egypt. Egypt is obliging, who is actually going to carry out the training isn't specified. How these forces are and will be deployed is up to the PA. training 1000 men to do something does
not mean all those men will be used for the specific role they were trained in. If you want to shoehorn politics into this and rant then proceed.

The PA is hopeless. So is the unity government(Including Hamas). So is the Egyptian government. What needs to be focused on is serious diplomatic efforts in the next couple years. It's obvious that the West will continue dictating affairs of the ME. There is no sovereignty at all, the West determines what happens in the Middle East and who is eligible to govern. If Israel didn't exist the West would find no reason to determine the status-quo. If it stays this way soon Egypt will fall too(And I don't want to see that). By the day Egypt is running into more issues. But, they aren't legal issues. They are complex problems related to economy/management. For us it is all legal based problems. If Arabs don't make it an initiative to determine the status quo in the region(Not follow the Western one) then the whole ME will fall within 10 years.

People are about to reach a point of desperation we never seen before.
