Israel in 2008 was 3rd largest recipient of FMF Egypt 4th, after iraq and Afghanistan. In this year, Israel's FMF was almost double that of Egypt but roughly half the FMF to Egypt and Afghanistan.
Next were Pakistan and Jordan.

FMF) program provides grants and loans to help countries purchase weapons and defense equipment produced in the United States as well as acquiring defense services and military training. FMF funds purchases are made through the
Foreign Military Sales (FMS) program, which manages government-to-government sales. On a much less frequent basis, FMF also funds purchases made through the
Direct Commercial Sales (DCS) program, which oversees sales between foreign governments and private U.S. companies. FMF does not provide cash grants to other countries; it generally pays for sales of specific goods or services through FMS or DCS.
American taxpayers doled out $5.9 billion in foreign military financing in 2014,
according to the government's Foreign Assistance report -- that's roughly the
GDP of Somalia. But where did the money go?

Israel ($3.1B) and
Egypt ($1.3B) received roughly 75% of all foreign military aid money handed out by the U.S. last year.
