That silly article is referring to the SCALP cruise missiles which France agreed to sell in the original package but the US has blocked it because it's the same cruise missile as the US-made Storm Shadow and there are ToT issues involved in that. This is a contractual issue between France and the US which should end up being resolved.
In the meantime, just to educate you a little bit, the Egyptian Rafales are equipped with MICA BVR AMRAAMs (the IR and ER) as well as the HAMMER LGM bombs.
