CAIRO – 9 January 2020: As foreign ministers of Egypt, France, Cyprus and Greece met on Wednesday in Cairo to discuss regional developments, they agreed on the need to find a comprehensive political settlement to the Libyan issue, according to a closing statement published by the Egyptian Foreign Ministry.

Italy’s Foreign Minister Luigi Di Maio also joined the meeting.

Egypt’s Sameh Shoukry, France’s Jean-Yves Le Drian, Greece’s Nikos Dendias, and Cyprus’s Nikos Christodoulides, agreed that the two memoranda of understanding signed by Turkey and Fayez al-Sarraj, chairman of the Libyan presidential council, constitute a violation of relevant United Nations Security Council resolutions and international law, the statement read.

The ministers affirmed that the MoUs have further undermined regional stability and that they are both considered “null and void.”

The Turkish-Libyan maritime demarcation deal in the Mediterranean Sea violates the sovereign rights of the other nations, and does not comply with the Law of the Sea and cannot have any legal effect, the ministers agreed.

They also affirmed the necessity to fully respect the sovereignty of all countries, including their sovereign rights in their water regions in the Mediterranean Sea. In this regard, they strongly condemned the continuous Turkish acts (drillings) in Cyprus’ Exclusive Economic Zone and regional waters and called on Turkey to immediately halt illegal exploration activities.

The ministers considered the security deal or any decision to send forces to Libya a serious violation of UN Security Council Resolution 2259 and other relevant Security Council resolutions, and a threat to regional security and stability. They called for an immediate de-escalation.

Shoukry, Le Drian, Dendias, and Christodoulides voiced their deep concerns concerning recent Turkish violation of international law in the Eastern Mediterranean and expected Turkey to act responsibly. They also affirmed the need for cooperation among Mediterranean countries with good intentions and in a constructive way to ensure the safety and stability of the region on the basis of international law.

A comprehensive political settlement is the only way to resolve the Libyan crisis and restore stability in Libya, the ministers agreed, according to the statement. They affirmed their full commitment to seek a political solution and their keenness to prevent escalation in the war-torn country. In this regard, they voiced support to the Special Representative of Secretary-General (SRSG) in Libya, Ghassan Salame, the UN initiatives, and the Berlin process.

The ministers affirmed willingness of their countries to intensify bilateral cooperation, with the aim of achieving prosperity for their peoples. They also urged continuous coordination with regard to their stances and procedures aiming to achieve security and stability of their countries and the Eastern Mediterranean, including counter-terrorism efforts.

The ministers also agreed on the necessity to give priority to regional cooperation and comprehensive economic developments which is the aim of all countries of the region, in accordance with international law. Achieving development will contribute to reaching regional stability and prosperity, the ministers affirmed.

Finally, they agreed to continue coordination and to hold their next meeting in Greece’s largest island of Crete.

Meeting of the Foreign Ministers of Egypt, France, Cyprus and Greece - Final Communiqué (Cairo, 8 January 2020)

1. Within the context of continued consultations and coordination, the Foreign Ministers of Egypt, France, Cyprus and Greece met in Cairo on January 8, 2020, to discuss the recent developments in the Eastern Mediterranean region in light of increased tensions that threaten peace and stability in this region, they were joined by the Italian Foreign Minister in a consultative framework.

2. The Ministers stressed the strategic nature of their respective States’ relationship due to geographic, historic and cultural bonds, in full accordance with and respect of international law and the United Nations Charter. This relationship constitutes a strong basis for cooperation in multiple fields. The Ministers reiterated their determination to undertake additional joint efforts in order to face increasing challenges in the Eastern Mediterranean region, at the foremost of which are armed conflict, terrorism and irregular migration.

3. The Ministers deemed the signing of the memorandums of understanding in November between Turkey and Mr. Fayez Sarraj the President of the Presidency Council of Libya to be a violation of relevant United Nations Security Council resolutions and international law. The Ministers underlined that these memorandums have further undermined regional stability, and are both considered null and void.

4. In addition, the Turkey-Libya Memorandum of Understanding purporting to delimit maritime jurisdictions in the Mediterranean Sea infringes upon the sovereign rights of third States, does not comply with the Law of the Sea and cannot produce any legal consequences. Additionally, the Ministers reiterated the necessity of full respect of the sovereignty and the sovereign rights of all States in their maritime zones in the Mediterranean. In this regard, the Ministers strongly condemned continued Turkish actions in the exclusive economic zone of Cyprus and its territorial waters. The Ministers call upon Turkey to immediately cease all illegal exploration activities.

5. The Ministers deemed the security memorandum and any decision to send troops to Libya to be a serious violation of the United Nations Security Council resolution 2259 and other relevant United Nations Security Council resolutions, and a threat to regional security and stability, and called for an immediate de-escalation.

6. In that context, the four Ministers, have underlined their deep concern regarding Turkey’s recent violations of international law in the Eastern Mediterranean. They expect Turkey to act responsibly and emphasize the necessity for the countries of the Mediterranean basin to cooperate in good will and constructively to guarantee the security and stability of the Mediterranean on the basis of international law.

7. The Ministers affirmed that a comprehensive political solution is the only way to resolve the Libyan crisis and regain stability in Libya. The Ministers stressed their total commitment to work towards a political solution to the crisis in Libya. They also expressed their keenness to avoid escalation there. In that context, the Ministers of the four States expressed their support for SRSG Ghassan Salame’s efforts, to UN initiatives, and to the Berlin Process.

8. The Ministers stressed their respective States’ determination to reinforce mutual cooperation aimed at increasing their peoples’ welfare. They also stressed their intent to continue mutual coordination of their positions and measures aimed to achieve the security and stability of their States and of the Eastern Mediterranean, including through fighting terrorism.

9. In conclusion, the Ministers affirmed that priority should be given to regional cooperation and to the comprehensive economic development that all States of the region aspire to, in full conformity with international law. They also affirmed that achieving development will contribute to regional stability and prosperity, and that this objective is currently being hindered by the ongoing crises that should be earnestly resolved as soon as possible.

10. The Ministers agreed to continue their consultations and to convene their next meeting in Crete, Greece, at a date to be agreed.

All parties know that it's impossible to do anything in the Mediterranean Sea without a mutual understanding.

All of these declarations, statements and threats aren't worth a penny and they won't change any ground reality.
