Now that the dust is settling in Nepal, India and other quake hit areas, we should propose Modi to setup an international disaster management and rehabilitation school/university to train Indians and others to train manage such disasters more effectively.

Our part of the world is hit with a variety of manmade and natural disasters that we need to handle it in a more professional manner.

India and its units can handle these things just fine and has demonstrated this in the past few years, others in the region are clearly not so able.

I think your idea has merit though- it is better that these nations build up their own organic capabilities rather than relying on India to come and clean up their mess every time. Nepal should be made to do so especially- they knew this earthquake was coming but made almost no preparations and their response was frankly pathetic, if it hadn't been for the international community, and especially India, they would still be in a state of confusion.
