Rescuers in Pakistan Battling Against Time to Save Trapped Victims
By Ayaz Gul
Islamabad
11 October 2005

Emergency workers in quake-hit Pakistan are racing against time to rescue thousands of victims still trapped in the rubble of flattened buildings and villages across the northern regions of the country. A 7.6 magnitude earthquake struck that part of the country on Saturday, leaving an estimated death toll of more than 21,000, with tens of thousands of others injured.

Rescuers, many of them desperate relatives, are battling on with their bare hands in the hope of finding survivors among the thousands of people still trapped in the rubble in Northern Pakistan.

Relief efforts have remained chaotic due to blocked roads and a shortage of aircraft. The Pakistan military has been heading the emergency effort and has employed 26 helicopters so far, but it says the scale of the task is enormous and it desperately needs more.

While appealing for more international emergency aid, President Pervez Musharraf is also urging the local business community to come forward to help.

The president says aid is needed not just for emergency relief, but for reconstruction later.

Aid workers describe the situation of tens of thousands who survived the quake but are trapped in rubble or left injured as "precarious."

International donors have announced hundreds of millions of dollars of aid and have rushed in doctors, food, tents and equipment. United Nations officials say Pakistan has been promised 20 helicopters by donor nations, but it needs about 50 more to airlift food, medicine and relief.

In addition to an initial $50 million for emergency aid, the United States has sent eight military helicopters to join the relief effort.

Meanwhile, in the Pakistani capital, European, Arab, Japanese and Swedish nationals are among an estimated 45 people still trapped in the ruins of a ten-story apartment building that collapsed when the tremor struck. On Tuesday afternoon, John Holland, the head of the British rescue team, told VOA they have spotted two more people alive under the debris.

"We can poke our head through to see them, but now we have to cut away that concrete, so we have to prop and shore to make it safe," said Mr. Holland.

Late Monday, more than two days after the quake, the British rescuers pulled an Iraqi child and his mother from the collapsed building.

Pakistan aid effort needs 50 more helicopters -U.N.

By David Brunnstrom

ISLAMABAD, Oct 11 (Reuters) - Three days after a catastrophic earthquake devasted northern Pakistan, relief efforts remained chaotic due to blocked roads and lack of aircraft and dozens more helicopters were desperately needed, a senior U.N. official said.

"At moment, I'm afraid it's so chaotic, I can't give you a clear picture," the official said of the emergency effort despite pledges of equipment and hundreds of millions of dollars from around the world.

The situation for tens of thousands who survived the quake but were trapped in rubble or left injured was "precarious", he told Reuters on Tuesday.

Trucks carrying emergency supplies for tens of thousands of victims had finally started moving towards the badly hit and remote mountain towns of Muzaffarabad in Pakistani Kashmir and Balakot in Northwest Frontier Province.

But the roads beyond remained blocked by landslides, said the official, who did not want to identified.

"I think from today the situation should start to improve as far as search and rescue and relief supplies are concerned; from today I am more optimistic things will start opening up.

"But I can see patches of cloud that could disrupt the situation as as far as airlifts are concerned," he said.

More than 20 helicopters essential to reach remote areas worst affected had been pledged from abroad, including by U.S. forces battling Islamic militants in Afghanistan.

But only a few had arrived by Monday.

"Things are better than yesterday, but we still don't have enough," he said. "We need maybe 40 or 50 more helicopters beyond what we have been promised already."

The official death toll in Pakistan from Saturday's quake was 21,000, although estimates by officials in worst-hit Kashmir and North West Frontier suggested it could be closer to 40,000.

Another 42,000 have been reported injured and hundreds of thousands of people have lost their homes and been forced to camp out in the chilly autumn nights, sometimes in driving rain, surrounded by decaying bodies and broken sewage systems.

Survivors have complained bitterly about the lack of even basic help after Pakistan's worst-ever natural disaster.

The Pakistani army, which has been heading the emergency effort, has been stretched to the limit in terms of air resources and has appealed for foreign help. It says it has employed 26 helicopters so far, but the scale of the task is enormous.

Emergency workers are in a race against time to rescue thousands of victims still thought trapped in the rubble of flattened towns and villages as well as the injured.

"The situation is precarious in terms of the needed support," the U.N. official said, "and the support has not been reaching people because of the lack of aerial support.

"People do not have even essential supplies and even rescue teams are not able to reach areas where people have been buried under debris."

US Pledges Long-term Aid to Pakistan
By Mil Arcega
Washington, DC
13 October 2005

The U.S. has increased contributions of food and medical aid to Pakistan, adding more military helicopters to deliver supplies and airlift victims from some of the worst hit areas.

The large Chinook helicopters can carry up to 40 casualties at a time but Mark Jones, U.S. Chief Warrant Officer, says it's an overwhelming task because so many are injured. "The real hardship is the people out here. We can't get it out fast enough for them. We come here and try to make as many trips a day as we can. We won't get enough up there."

U.S. Secretary of State Condoleezza Rice met with Pakistani leaders on Wednesday to promise long term support to help the country rebuild.

"I just want the people of Pakistan to know that our thoughts are with you, that we will be with you in your hour of need, and that we will be with you not just today but also tomorrow as you try to rebuild."

Secretary Rice promised more U.S. aid for Pakistan beyond the initial $50 million the U.S. has already pledged, but did not offer a specific timeline. The U.S. Secretary is the highest-ranking foreign visitor to Pakistan since the massive earthquake struck on Saturday, killing an estimated 35,000 to 40,000 people.

An infrared camera recorded this image of a 4-year-old boy, trapped
After so many days, the prospect of finding survivors is fading but rescuers did find glimmers of hope. In the Northwestern town of Balakot, behind tons of paving stones, French rescuers dug through concrete and steel for three hours to free a child, straight to the arms of his waiting father.

Child freed to father's waiting arms
And in Muzzafarabad, where the earthquake was centered, a relative clutches a 5-year-old girl who was trapped for nearly 100 hours behind a concrete stairwell.

Stories like that grow fewer with each passing day and the news for some survivors appears bleak.

United Nations officials say some communities in remote Himalayan towns near Kashmir may have to wait two to three weeks before help arrives because the global emergency relief system has been stretched thin. Jan Vandermoortele, a UN coordinator in Pakistan says $270 million is needed to cover emergency needs for the next six months. "This is an unprecedented disaster that is beyond the scope of any government and any organization to tackle alone."

But the worst earthquake in Pakistan's history has also brought unprecedented unity to the area. India and Pakistan have set aside their often-bitter rivalry to help the victims of the earthquake. India has pledged more than $100 million in assistance, and plans to send a transport aircraft carrying 25 tons of food, tents and medicine.

Pakistan has accepted the offer but declined the use of Indian helicopters to help distribute supplies.

No damage to major infrastructure: PM

ISLAMABAD, Oct 9 (APP): Prime Minister Shaukat Aziz Sunday said the earthquake has caused widespread death and destruction in the affected areas but there was no evidence of damage to any major infrastructure. The Prime Minister, who took an aerial view of the devastation in the Azad Kashmir and parts of the NWFP told reporters that rescue efforts were picking up pace as blocked roads were being opened to rush in relief goods. Muzaffarabad and Bagh in Azad kashmir and Balakot and Manshera in the NWFP were the worst-hit areas as the total death toll from the Saturday's killer tremor had reached 19,369. Prime Minister Aziz said as broken roads denied access to many areas, the entire fleet of helicopters was mobilized to drop relief goods and evacuate the wounded.

"We have reached many remote areas but there are still many have to be reached," he added. The road leading to Abbotabad has been reopened that would help to expedite relief efforts. Prime Minister Aziz said he was really worried last night as heavy downpour severely hampered the rescue and relief efforts, but added things were much better today. The government has moved troops from outside the region to the affected areas to reinforce the resources and relief efforts. He appreciated the quick response from the world fraternity to the devastation as international assistance had already started to reach Pakistan. The Prime Minister today received calls from many heads of the state and government who offered all assistance to Pakistan in these trying times.

He said, apart from financial assistance, Pakistan urgently needed tents, blankets and medicines as the winter was fast approaching in these areas and mercury continued to drop. In the later stages, support would be needed to help people in their reconstruction efforts and in building roads which on many places have been completely washed away by the landslides. "It is a major catastrophe and we need all the help we get," he added. He said many countries including China, Saudi Arabia, UK, and the United States were coming up with material and technical assistance to cope with the disaster. To expedite airlifting of people stranded in the remote areas, the Prime Minister said the government had requested for transport helicopters and the American Chinooks based in Afghanistan would be reaching Pakistan on Monday.

Responding to a question, the Prime Minister said there was no evidence of any damage to any major infrastructure. However, one of the engineers working on hydro-power projects in the area lost his life. Prime Minister Aziz said independent damage assessment was underway and figures on fatalities were being calculated methodically. He said there had been many media speculation but the government had already given the casualties figures which could be increased. On any pre-assessment on the scale of damage, the Prime Minister said it would be difficult to calculate the financial impact but there were number of areas the government was looking in.

These included compensation to the families of the dead, victims, assistance to people to rebuild their houses and the repair and rebuilding of infrastructure. The government has already set aside Rs. 5 billion for the maintenance of the damaged infrastructure but the exact extent of requirement would have to be worked out later. He said the people both from within the country and abroad were also contributing to the President's Fund for the affectees and Rs. 100 million have so far been collected since yesterday. Responding to a question, the Prime Minister said the government would set up a mechanism for an effective and judicious use of relief assistance.

A monitoring cell has been set up at the Prime Minister Secretariat headed by the Incharge PM's Inspection Commission, to oversee the money coming in and spent. There was also a proposal under consideration to set up a board comprising representatives of the government and the public to see the funds were spent in a transparent manner. "It is a major disaster and the entire government machinery including the army, police and civil society organization is mobilized and working very effectively," he added. Responding to a question, the Prime Minister hoped the rescue and relief efforts would soon reach the people, who have not been accessed yet. He said one difficult area to deal with was the resettlement and the trauma factor as many areas have been flattened and strong aftershocks continue to hit the affected parts.

President urges coordination, courage, contributions in meeting earthquake challenge

ISLAMABAD, Oct 12 (APP): Praising the nation for demonstrating unity in its response to catastrophic earthquake, President Pervez Musharraf Wednesday appealed to all segments to face the calamity courageously, coordinate their efforts and extend generous donations for early relief and rehabilitation of the quake-stricken countrymen. "We have to convert this disaster into improvement, those who have lost their lives cannot be brought back but we can certainly bring about improvement in the lives of the affectees, and we shall effect this improvement," he declared.

Addressing the nation over Radio and TV, the President asked the nation not to be overwhelmed by the enormity of the tragedy but show resilience and courage in taking on the challenging task of relief, recovery, rehabilitation and reconstruction. "We have to face this catastrophe with boldness, confidence and unity like a courageous nation and we should not be overwhelmed by it." He paid tributes to the people and the Armed Forces and their engineers and doctors for their concerted and swift response in the difficult hour and also thanked the political parties for their response to the national tragedy.

He held out a firm assurance that all national resources are being employed to reach out to the hardest-hit areas of Azad Jammu and Kashmir and NWFP, which had been cut off in the wake of damage caused to roads immediately in last Saturday's devastating quake. Stressing the importance of unified relief work in achieving the desired results, the President prodded all contributors to coordinate their efforts and added that the Government has set up a Federal Relief Commission for this objective. "If rescue and relief operations are not carried out in an organized manner, our efforts might not achieve the desired results.

"Therefore, I appeal to all those engaged in relief efforts to carry out these activities in a coordinated way," he said. The President said telephone and fax numbers of the Federal Relief Commission are being publicized through the print and the electronic media. In addition, he said, provincial relief commissioners have also been put in place so that people in all parts of the country have access to the Commission. "This is imperative and a lot of resource will be needed – the provincial governments will ensure that the aid reaches down to the deserving people." The President vowed that he would not rest until he brings about improvement in the future of the quake-hit people and areas.

"Therefore, support me in this effort --- the gigantic operations require a lot of money --- therefore I appeal to the people and the business community to donate generously to the cause and make contributions to the President's Relief Fund." President Musharraf assured that the amount contributed to the President's Fund would be utilized transparently. He said the major contributors would find a special mention of their names in the nightly 9'O clock TV bulletins. He expressed Pakistan's gratitude for assistance the international community has extended to it in the wake of last week's deadly earthquake. "We have been given a lot of donations. We have been assisted in relief and rescue operations and several medical teams and field hospitals have been established by various countries," he said in a televised address.

He specifically mentioned the names of Turkey, the UAE, the United States, the UK, Saudi Arabia, China, Germany, Russia, France, Japan, Switzerland, Spain, Iran, Azerbaijan, Hungary and Bangladesh. President Musharraf also recalled that the Indian Prime Minister called him and offered all possible assistance. "We express our gratitude to him and we have accepted Indian aid in certain form," he said. In his address, the President also mentioned a number of telephone calls and the number of letters that he has received from various heads of state. President Musharraf said Pakistan today is faced with a disaster of unprecedented scale. "Pakistan is faced with an immense catastrophe - the earthquake measuring 7.6 on the Richter scale was the severest in the country's history and the tragedy wrought by it, the greatest tragedy.

"More than 23,000 people have lost their lives and more than 50,000 have been injured in the devastating earthquake. Hundreds of thousands have been rendered homeless." Balakot, Muzaffarabad and Hazara Division of NWFP have been the hardest-hit areas. Roads have been broken and communication infrastructure has been devastated. The tragedy of such huge proportions is larger than the entire capacity of the government. He prayed for peace for the departed souls and grant of courage and patience for the bereaved families to bear the irreparable loss. President Musharraf appealed to the nation to offer special prayers on Friday during the holy month of Ramazan for everlasting peace for the unfortunate earthquake victims and grant of courage for their families.

The President believed that casting allegations in a time of crisis is reflective of a defeatist's approach. President Musahrraf paid tributes to the entire nation for meeting the massive challenge in a concerted manner. He also paid tributes to the Armed Forces, particularly the doctors and engineers for their vital contribution in addressing the situation at this difficult hour. He also expressed gratidue to the international community for extending immediate relief assistance. Referring to the affected areas of Azad Jammu and Kashmir and Hazara division of NWFP, the President said roads at these places had been severely damaged and roads from Murree to Muzaffarabad and Abbottabad to Muzaffarabad were blocked due to landslides.

"As a result, relief goods could not be ferried to these places by road." The Government, he said, is fully conscious of the extent of damage in these hardest-hit areas. He explained that in such a situation only helicopters could have transported goods but Armed Forces did not have enough number of them to reach out to every cut-off area. The President said 450 Pakistan Army personnel were killed while 650 injured in the earthquake. He said troops were despatched to Mansehra for undertaking relief operations. "No country has the capacity to immediately deal with a tragedy of such large magnitude - when confronted with such a situation the countries try to airdrop relief goods."

Pakistan, he said, has devised a two-phased strategy to overcome the large-scale losses - rehabilitation of the affected people and reconstruction of damaged infrastructure. Pakistan Army's engineers have been deployed to reopen the blocked routes. He said the two main roads have been opened. He recalled that in the first 12 hours, the scale of tragedy was not exactly known as information was still coming in. The Government sent the British resuce team to Muzaffarabad promptlly on learning about the extent of damages. The President observed there was some delay in the evacuation of the people trapped under the debris of collapsed buildings and houses and burial of the dead in Balakot and other cut-off areas.

However, he added, with the opening of roads after strenuous efforts, the assistance is now definitely reaching there. Pakistan Army and US helicopters are taking part in these operations and the entire Armed Forces have been mobilized. Troops have been moved to Mansehra and Balakot and at every 10 to 15 km a unit is being set up so that they may provide relief to all affected villages. Apart from this, Muzaffarabad and Rawlakot have Pakistan Army troops. "All this was carried out within 72 hours, which,I think is a much better performance." The Government is in the process of ascertaining the extent of damage at small hilly places through satellite imagery. "These include places which are inaccessible even under normal circumstances," he pointed out and said the delay in reaching out to people at these areas had been due to blockade of roads.

The President said he visited the worst-hit areas and touched down in Muzaffarabad within 24 hours. The Government, he said, despatched mobile hospitals at places, where there was no surgical equipment. Now medicines and mobile hospitals are being despatched to Muzaffarabad and other places. Besides, he said, food is also being transported and includes wheat flour, pulses, milk powder, sugar etc. He lauded the Utility Stores for sending food packets for the affected people. He said the Government has already announced Rs 100,000 each for the families of the unfortunate victims and Rs 50,000 each for the injured as compensation.
