i think he is not worth $100 billion dollars, even if he did have that much money why would he pay off Pakistan's debts? he spent most of his life acquiring wealth through corrupt practices.
The real problem is our ancient outdated Judicial System which supports criminals instead of punishing them.
If NAB decided to arrest around 500 most corrupt Pakistanis and get 100 billion out of them then that might be possible, but NAB is useless right now.
