MRV for limited area.....increases effeciency of a nuclear strike and increases survivability of warheads.
Instead of one large warhead falling on a target....a few smaller warheads fall in the same general area...
Much simpler to make.

MIRV for a much larger area....for miltiple individual targets at large distances...
Complicated to make....

main reason was

secondary reason was that countries dont make giant leap , they go step by step..now that india has reliable single warhead capability...next would be 3-5 warheads MRV THEN mirv of 9-12 warheads....
Thats how all countries done it...unless india is an exception....
No country with MIRV tech will share it with India and india will have to come up with their own....For that reason unless they are stupid,they will take it step by step...
