Not surprising that you conveniently left out the working details. The "all outstanding issues" bit was a general statement but there was specific details about how the meetings would pan out. Let me quote that for you,

2. Early meetings of DG BSF and DG Pakistan Rangers followed by that of DGMOs.
3. Decision for release of fishermen in each other’s custody, along with their boats, within a period of 15 days.
4. Mechanism for facilitating religious tourism.
5. Both sides agreed to discuss ways and means to expedite the Mumbai case trial, including additional information like providing voice samples."
The bottom line is that Nawaz Sharif took the flak from the media (and perhaps Army) back home and decided to find an excuse behind "all outstanding issues" (which was again clearly not on agenda for that specific meeting) and Hurriyat.
the hurriyat meeting was going to be off the record meeting anyways. but even that india couldn't tolerate. Pakistan didn't ask for it to be on the record and part of the agenda.
So yes we thought all outstanding issues by default includes Kashmir as Kashmir is the main core issue everything else is preceded by it.
as for army giving flak that is purely an indian phobia and that we cannot divest for you.
That is typical Pakistani dishonesty on display. All outstanding issues can mean a whole host of issues ranging from trade, water, LOC to terrorism-- all of those would have found a place eventually if things went well. There was a reason why this meeting was between the NSAs and not foreign or commerce secretaries. They were not going to discuss water, trade and commerce. There was a clear, specific and non-ambiguous agenda for this meeting-- terrorism, which was agreed upon by both the PMs.
Let's not kid ourselves, shall we? Pakistan is probably the only democracy where the army chief addresses the nation. If you think PA would not have the power to influence foreign affairs, esp vis-a-vis India you must be joking.
