What rubbish and hogwash Western spin artists can conjure up!
China already got the Great Underground Wall of China
en.wikipedia.org
Due to the great secrecy surrounding the tunnels, not much information about them is publicly available; however, it is believed[by whom?] that the tunnels allow for mobile ICBMs to be shuttled around to different silos, and possibly stored in reinforced underground bunkers. This greatly enhances the ICBM's chance of survival in a direct nuclear strike, which enables their use in a second strike unlike ICBMs based in static nuclear silos which generally do not survive a direct nuclear attack.
A report written by a Georgetown University team led by Phillip Karber conducted a three-year study mapping out China's complex tunnel system, which stretches 5,000 km (3,000 miles). The report determined that the size of the Chinese nuclear arsenal is understated and as many as 3,000 nuclear warheads may be stored in the tunnel network.[3][4] This hypothetical maximum storage or basing capacity along with Karber's own misconceived fissile production suggestions,[5][6] resulted in Western media purporting that 3,000 warheads were actually in the facility. The Karber study went on to state that the tunnels are not likely to be breached by conventional or low-yield earth-penetrating nuclear weapons such as the B61-11.
DF-41s are in TELs that can be moved about anywhere and setup there completed in 3 to 5 minutes and ready to fire off.

Let me explain you something...
A single 1 megaton thermonuclear weights 250kg, a little more with a reentry vehicle.
Here's a simulation of the effets, [plume shaped] fallout areas included, of 60x 1Mt surface blasts in China... Fallout areas in yellow need immediate evacuation, those in orange = you need a fallout shelter. The pale yellow has, at best, 10x more radioactivity than the worst zones in the Fukushima interdiction zone. In fact the area made improper for living in as well as unable to bring food or water is about twice-thrice the plume size but due to nonconstant local winds and lighter particles, it can't be modelized.
These are only 60 nukes of 1Mt, which means only e.g. 20 Jericho-III ICBMs with 3x 1Mt MIRVs, or if you prefer, the quarter of Israel's "big" boomers... 10 Trident-II SLBMs can carry 120 RV/W88 of 475 kilotons, the effect would be similar, you'd just do twice as many blast with half of the fallouts per blast... Note that an Ohio-class submarine carries up to 24 Trident-II with up to 12x W88 MIRVs per missile...
These 60 strikes means that the 3 Gorges dam goes as well as the 51 main cities and large areas around them are contaminated...
In other terms, you need immediate evacuation of half a billion people, say goodbye to any trade as all the ports are radioactive, etc etc...
With this alone, it's already enough to ****-up PRC and it's not even the half of what a single Ohio-class submarine can do or the quarter of the Israeli big-boomers...
So, you know, you can have 3000 Dong-Feng moving on TELs over 5000km of tunnels dug 400m under the surface or 1000 missiles loaded on trains, as well as bragging about a 200 knots drone submarine with a 100 Mt warhead that would create a 500m high tsunami while the 200 megatons of the Krakatoa blast ended with a 76m high wave at 65km but it was due to 2km³ of the mountain sliding into the sea
Now if you don't get what is called nuclear wanking in the industry, well, PRC with your Xi telling the same stupid things Hitler used to prior to WW2 and being into a military build up, you may discover the results sooner than you think : even small nuclear powers like India, NoKo, Pakistan, Taiwan, South Korea or Japan, can hit you so hard that from a top-3 world economy besides USA and EU, North-Korea will end being more powerful than PRC.
IMHO, the next nuclear states might be Indonesia, Vietnam maybe even the Philippines.
Xi is a genius of the likes of Putin ; it's an absolutely great idea to have territorial disputes with ALL neighbours.. Some may decide to do proliferation, maybe already have done so...
You know, India sell BrahMos anti-ship missile to the Philippines, and India didn't signed the NPT while they can do nuke tests without a live blast in French LMJ facility...
Xi may want to grab land from Vietnam, Taiwan, who knows, maybe even Mongolia, then be met with tactical nukes, and with cruise missiles filled of Cobalt-60 or Caesium blowing over strategic areas spreading highly radioactive elements,
Perhaps Western spin doctors hoping to fool China to discard all of that and use their crazy stupid insane idea of using bullet train that cannot be hidden and cannot be protected so that Western USA devils can easily destroy China key weapons.
You know, it might be more like the Ukraine case, except that PLA will attack nuclear states without knowing they're nuclear... PRC is the aggressor and the bully in the region
Japan was an industrial power in 1930 while China was an agrarian society barely able to produce steel. China is now the world's largest industrial power, just like US was the largest industrial power before WWII.

Alright, don't cry about war crimes then if you're willing to commit them. China already fought US to a standstill when it was dirt poor in 1951. It's a matter of whether we want to, not whether we could.
It all depends what your industry produces: you know, between cheap camping gear, T-shirts or sex-toys sold on AliExpress, Sukhoi copies with bad engines made at Shenyang factory or high-end jet fighters by Dassault or Northrop (NGAD), there is Industry and industry.
Someone said that PRC is #1 steel maker. From a military POV, steel is mostly used for tanks and...
Russian tanks in combat are also world champions at turret-throwing
At the present day, EU is the only area where a truly impressive material for armour can be industrially produced : 100x stronger than the best steel at same thickness => 10cm = 10m of steel (!),melts at 2652°C, stores energy, can do magnetic levitation...Next Dassault jet-fighter will use this... Some already question why it will have reaction control system like the Space Shuttle. If the future Nexter/Krauss-Maffei tank uses this... It'll take ATGMs loaded with what France is the #1 producer : antimatter, to demolish one...
So, as I pointed, there is Industry and industry
