Actually freedom fighters are tolerated within Indian framework so long they do not take a violent path. Kashmir has a separatist movement represented by All Party Hurriyat Conference. They are not exiled and they even used to get commando protection at tax payer expense till very recently. Infact, if there were no Pakistan and hence no terrorist activities, there would have not been any Army or ASPA in Kashmir.

The north-east have almost the similar status as HongKong. People from rest of the India cannot enter these area without permission from their respective governments and acquiring property there is a very convoluted task. They even refer to us as 'Mainland' Indians.

As far as Muslims go, the claim of 100 thousand Muslims are incorrect. 2002 Riots affected around 2000-3000 Muslims. Compared to 180 to 200 million of us muslims living in India this is almost nothing. I can compare this with student's uprising in China during late 80s. I doubt that you will like describe entire China with just Tienamann Square incidence of 1989, do you?
