I disagree. If it were about covertly destabilizing Pakistan, they wouldn't make such open comments to the media. That would amount to state sponsored terrorism and would open room for FATF and other sanctions. Your average news watching Indian doesn't know anything about BLA, TTP or even CPEC for that matter. Most Indians don't even know that there is something called R&AW. They're worried about the spread of extremist ideology that could cause trouble in India, both from the Hindutva fanatics as well as Islamist fanatics. The peace in India is very fragile, so its not difficult to create trouble by these elements.
