President Donald Trump is touting new legislation to overhaul the US immigration system, drastically cutting the number of legal immigrants allowed into the country and implementing a "merit-based" visa scheme.

If passed, the RAISE Act would cut the number of immigrants allowed into the United States by 50 per cent over the next 10 years. It would eliminate diversity lottery visas and crack down on so-called "chain immigration" – visas provided based on family connections, rather than jobs skills.

Mr Trump promoted the act alongside Senators Tom Cotton and David Perdue on Wednesday, claiming it would "reduce poverty, increase wages, and save taxpayers billions and billions of dollars".

And it would do so, he said, by favouring English-speaking, financially stable immigrants.

"This competitive application system will favour applicants who can speak English, financially support themselves and their families, and demonstrate skills that can contribute to the US economy," Mr Trump said.

He added: "They’re not going to come in and just immediately collect welfare."

Under current US law, the majority of immigrants cannot receive food stamps, Medicaid, and Social Security until they have been in the US for at least five years.
Mr Cotton and Mr Perdue first introduced the RAISE Act to the Senate in February, but the legislation has since stalled in Congress. The Senators now plan to re-introduce it with a few changes – and the President's backing.

Mr Trump frequently spoke out against illegal immigration during his campaign, accusing immigrants of stealing jobs from American workers and bringing crime into the country. As President, he has pushed for the construction of a wall on the US-Mexico border, and implemented a travel ban on six Muslim-majority countries.

To Kamal Essaheb, director of policy and advocacy for the National Immigration Law Center, these policies are an attempt to shift the blame for Mr Trump's legislative failures onto the immigrant community.

"We’ve seen this during the campaign and we’re now seeing this, unfortunately, in his policies," Mr Essaheb told The Independent. "This is a President who has found his scapegoat."

Despite his harsh words about illegal immigrants, the RAISE Act marks Mr Trump's first significant attempt at reforming the legal immigration system – and the country's most dramatic attempt in more than 50 years.

In his remarks on Wednesday, Mr Trump decried the current immigration system as "unfair," saying it benefits new immigrants over "struggling American families". In an accompanying statement, the White House claimed that an influx of unskilled workers has depressed American wages and harmed working families.

Mr Essheb dismissed these claims as "simply untrue".

"All the evidence shows that immigration is not only good for the economy in terms of GDP growth, but also good for wages of Americans themselves," he said.

A 2010 report from the Economic Policy Institute, for example, found that immigration increased the wages of native-born workers by an almost half a percent between 1994 and 2007.

Last week, BuzzFeed News reported that Mr Trump's private, South Florida estate had requested permission to hire 70 foreign, low-wage workers. The Trump National Golf Club has also requested permission to hire six foreign cooks.

Defending his hiring practises last year, Mr Trump said it is "very, very hard" to find employees in Palm Beach during peak tourism seasons.

"We, sometimes, we have to bring people in," he said.

Simply quoting the "5 year" rule and dismissing Trump is not explaining the whole story.

Certainly there are loopholes in the system that are being exploited. For instance if you are a refugee or an asylum seeker (or anybody from Cuba/Haiti/Iraq/Afghanistan/Vietnam) you immediately get food stamps and other benefits right off the boat. If you have kids under 18 you are also immediately eligible. If you can pay a doctor to say you have a disability you also are eligible. If you can prove a long work history in your native country (in a certain list of countries) you can qualify for the 40 quarter work requirement to get food stamps. If you fly over to the US on vacation and have your baby here that opens up a loophole where you can get benefits. If you have a son or daughter here they can sponsor you to come over and you'll get benefits. Etc...

Lots of ways to get around the 5 year rule.

Every country preferably seeks a highly educated workforce. That is a no-brainer, but the Americans have other problems. The Americans love to meddle in the affairs of other nations which generally leads to instability. The Americans cannot expect to ignore refugees from countries they have destabilized.

I am not an American so I cannot confirm this, but recently i found out that such was the impact of H1B that employers in Silicon Valley would say that only H1B visa holders can apply for some tech jobs, not American. Now i dont know how true is this but if it is, then I can understand why H1B is being scrutinized this way

Because you need a degree to get a job in Silicon Valley. This will cost $200K+ for a native worker. It doesn't cost that overseas. So the pool of people to grab for H1B is huge.

during my visit to America last year i noticed that America was changing from America to Greater Mexico, West Africa and new china. if America wants to stay great she surely needs some white people now.

The problem with your system is that people from Canada and Europe have a tougher time getting a green card than an unskilled , poor immigrant from India, Mexico, etc

To add to that you will need some training in Information Technology..a college degree in the field goes a long way with additional skilled training is the key..thats what is holding back the local pool in getting the right break.

Nope..I have been in this field for close to 15 years...I started my career with Arthur Anderson (Today its called Accenture)...Today I work for PublicisGroupe.....Majority of fresh college hires are still Indian and Chinese...only because the local population is not meeting the supply to demand need. A college degree does not guarantee you made it..it just gives you the pre-requisite to now get trained or get skilled..ie specialization. Also remember USA is a capitalist economy..not a socialist one...in other words..if you dont keep learning and evolving you will get replaced and this replacement will happen immediately...Its all about what is it that you bring to the table....In a capitalist economy ROI is the key..here the investment is on the person..so what is the said person bringing back as value addition....there lies the issue..its not about H1-B at all.

It's funny that idiots who have never lived in the US are commenting on this.

US does not have a problem with high tech work force as much. The real shortage in the US lies in the low skilled labor force. Our agricultural sector relies heavily on Mexican immigrant labor to pick fruits/vegetables and what not. The reason so many low skilled workers are coming here or are allowed in is because there's a demand for it.

Being a free market, US is not held on whimps and wishes of internet idiots.

This bill is going to artificially raise wages in certain areas and in return, the prices in the market will go up too. So basically, everyone's gonna get f*cked again.

Let the free market work, dumbasses.

US need around 1 million immigrants per year to maintain our population. Our fertility rate (including immigrants!) is just 1.88 child per woman. You take away the immigrants---and you become another aging Germany/Japan pretty quickly. Asians (South Koreans/Chinese/Japanese etc) are even worse with their birth rates...since they get so white washed here lol.
