@JungleBook, @Chavainist, will you please stop sprouting nonsense and answer the question.
The answer is that pretty much every city (and all districts) have several first class hospitals. Healthcare is (like any other country) a continuing challenge, its not a puzzle to be solved.
Basically healthcare can be divided into three
1) The Free ones at Government hospitals; you have an entitlements depending on your residency; for example Health Care is free at PIMS and Poly Clinic Islamabad.
2) The entitlement hospitals; basically those which are run by departments for their people, like the Military Hospitals (serving, retired military personnel and their spouses, and kids under 26/girls till married if born before 2000).
3) Private Healthcare; this includes for profit, charity and the whole thing.
Generally, the quality is good everywhere. (And before someone comes to me with anecdotes about their mothers cousins's son), I mean generally, that ill people do get timely access to appropriate healthcare.
@JungkeBook, I had to laugh at your story about your "cousin". He demanded 25 Million to start a hospital? Don't make me laugh, for 25 million, you can barely buy a couple of basic health machines. And no one in their right mind will let anyone fresh out of medical school see any patient, you don't become a doctor by finishing ,medical school, its the forst bloody step, there is still the House job, board exams, basically 3-4 years of work.
