NO its not. What is so special about Ground effect ? How is it superior to Bernoulli principle ? It is more efficient ? Does it provide more range ? better detection capability ?

All aircraft use the ground effect during take off.

Given similar hull size and power, the reduced lift-induced drag experienced by a ground effect craft will improve its fuel efficiency over that of a similar aircraft, and less power will be required for a similar speed up to a point. The difference is dependent on the specific designs and how well designed the ground effect vehicle is. At the same time it is much faster for a given amount of power than a similar surface vessel as drag from contact with the water is eliminated.

Although they might look similar and/or have related technical characteristics, ground effect vehicles are not aircraft, seaplanes, hovercraft, or hydrofoils - ground effect is a separate technology altogether.

US 2 is not Ground effect vehicle.

We need to ask the purpose for such
one is to transfer sailor etc. then there is no need, as that type need does not arise
Second is to transfer fuel, food etc, its can see that whether its economically, and by weight good, and needed?
Third is for special operations like amphibious ships, to transfer things, that can be seen and asked is it needed?

If we found some need and useful for Strategic or Tactical use the answer is yes, other wise no.

I think there is some scratching of the heads about whether it makes sense to ask for ToT if we are only buying 15.

So far only 4 has been built by Japan

Now compare that to 15. Learn to see everything in context. Besides India can ensure lower production cost and it can be exported from here. Indonesia has already shown interest.
