That sub was rejected earlier and with the current situation between Russia and NATO, joint industrial defence development are out of question. You could have simply asked that in the Indian navy thread and didn't needed to open a new thread.

My heart also skipped a beat at the news of such lavishness. then i realized there is an "s" in between.
