I don't agree that any woman doesn't know what's decent and what's not. I don't want to go into details but this much I know ......... if suppose I being a male am staring at any woman's bosom or rear ...... I don't believe she won't know, it's in her sixth sense she will feel uncomfortable. So yes any women has a pretty good idea of what's decent and what isn't.

The point still stands. To some here skinny jeans is indecent, to me and many others its pretty innocent. To some skirts maybe indecent, to many it isn't.
The fact is that if someone doesn't follow his duty that is to lower his gaze, he/she wont do it even if the other person is fully covered. We can't shove our definition of decency down other people's throats.
If someone wants to roam around naked, let them. If someone roams around in burqa let them do it. We control ourselves and that is to not forget limits and do even as little as touching or tapping on shoulder without permission. And not to compare "honor" with "clothes".
