Actually with risks of his arrest now touching almost certainty, the local leadership of MQM has started to rebel against not only him but also against each other. This resignation and then taking it back is a signal for the local leadership that who is the boss. Plus he is also pushing for GoP to issue him a NICOP so that he may escape from UK before the met police moves in for the last act.
