Human hauliers, known as laguna, will not be allowed to ply on the streets of the capital, Dhaka Metropolitan Police (DMP) Commissioner Asaduzzaman Mia said today.

The human hauliers will be taken off the streets in Dhaka metropolitan area, as these vehicles do not have route permits, the DMP chief said. However, they will ply on the outskirts of the city.

Asaduzzaman Mia said this while addressing a press conference at the DMP media centre in Minto Road. The press conference was organised to announce DMP’s month-long special traffic management initiative from tomorrow.

The DMP boss aspired that there will visible changes in the traffic sector following the month-long special traffic management initiative which will make city dwellers aware of the traffic rules.

Bikers without safety helmets will not be able to refill fuel at filling stations, he said.

Meanwhile, the government has decided to ensure strict enforcement of traffic rules on the road stretching from Gulistan Zero Point to Jahangir Gate on a month-long pilot basis, starting from tomorrow.

In a project titled “Model traffic system”, Dhaka Metropolitan Police (DMP), in association with city corporations, would try to bring the highest discipline to the seven-kilometre stretch of road.

Reflecting on the mismanagement on the roads and highways, he said the situation has not been created in a single day rather it is the culmination of the long time mismanagement and it will take time to bring discipline in the sector.

Traffic rules will be enforced strictly to bring discipline on the roads, he said.

More vehicles than the capacity of roads, digging of roads for development project, narrow roads and the general tendency to violate traffic rules are some of the factors which contribute to the traffic chaos, the DMP chief observed.

DMP has designated 121 bus stoppages, apart from these spots no buses will be allowed to load and unload passengers and they have to keep their doors shut until arrival of the next bus stoppage.


He urged the city dwellers to use zebra crossings, footbridges and underpasses while crossing the roads.


He called on the bus owners not appoint drivers on contract basis otherwise the route permits of the buses will be revoked.

Ministers, politicians and the administrators like to talk more than they want to do. This kind of sweet talks is continuing since 1947. The important point is how to mobilize the necessary manpower to control the roads and traffic. BD people have so far been unable to do anything in this field because of doing hard work to reach a goal is not their motto, but talking is.

I am not sure about what is a Laguna. I think it is a truck converted to bus. I have ridden it and is much better than the bus service in Dhaka. I have seen this in Thailand many years ago and I thought at that time that Dhaka should have this kind of transport as well and now Dhaka has it.

I just do not understand why DMP should start a crisis by talking about banning it off the road because it lacks the license. Instead, the DMP should issue road permit/license to the Lagunas. DMP treatment is similar to the govt treatment of Dholaikhal industries by banning their activities.
