Dhaka, Tokyo to work for cutting carbon emission

DHAKA, March 19, 2013 (BSS) - Bangladesh and Japan today inked an agreement on 'Less Carbon Partnership' to work together for reducing global warming through lessening the carbon emission.

An official familiar with the process told BSS that a joint committee would be formed under the agreement between the two countries for conducting the Bilateral Offset Credit Mechanism. With the coordinated efforts, he said, representatives of both the countries will find the technique to face the global challenge for protecting the environment.

The agreement was signed by Environment and Forest Secretary
M Shafiqur Rahman Patwari and Japanese Ambassador in Dhaka Shiro
Sadoshima on behalf of their respective sides at the Bangladesh
secretariat here. Minister for Environment and Forest Dr Hasan
Mahmud witnessed the signing ceremony.

Under the Bilateral Offset Credit Mechanism, the official said, Bangladesh would be able to use Japanese environment friendly technology, commodities and services for reducing green house gas.

Meanwhile, Japan was committed to provide global cooperation to cope with the challenge of climate change 2012 afterwards following the article 2 under the UN Framework Convention on Climate Change.

Bangladesh is the most vulnerable country to climate change and so Japan would provide all out cooperation to the people of the country under this agreement to face the impact of global warming, the Japanese envoy said.

If we gain something by reducing carbon emission than its OK.

There are climate conferences under the UN almost every year before and after the Kyoto Protocol was signed by the developed countries excluding USA, but including Russia. The last such meeting was held in Qatar (?) in December last year.

Bilateral Offset Credit Mechanism (BOCM) is a device which was proposed by Japn and was accepted by the developed countries. The Maldives is the first country to receive Japanese aid with regard to abatement of CO2 gas under the BOCM system and Bangladesh is the 2nd country after it after the siging of this agreement.

Under the climate treaty, each of the signatory countries is bound to reduce its green house gas (GHG) emissions by certain pre-determined percentage in a certain target year compared to the base year of 1990. Unfortunately, Japan is behind target. It is because it has to put moratorium on the use of its 32 nuclear power plants. These plants may produce radiation, but do not produce GHGs. Japan now has restarted the full operation of all its diesel-powered power stations that have increased its level of GHGs.

In order to OFFSET the GHG level, Japan has developed the BOCM device, under which it lends money to buy its GHG-reduction technology to a 3rd world country that will produce electricity from renewable energy sources. However, Japan will receive CREDIT for any such reductions of GHGs in that country with the use of Japanese technology and financial assistance.

Since Japan is unable to reduce its GHGs to the target level because of a moratorium on the use of its nuclear power plants and also because its economy is weak after the 2010 earthquake, it is taking its technology to the 3rd world countries. The GHG abatement there will be considered as if it is a reduction in Japan itself.

I have started one thread whereby Japan agreed to pay $1b+ to Bangladesh for bridges and other projects. Note that about $130m has been allocated for the renewable energy project(s), and this agreement supplements the financial agreement.
