To become toll road after Padma bridge completion

The country’s first-ever expressway from Dhaka to Faridpur’s Bhanga upazila is going to be opened for public next month as construction work of the road is almost done.

However, users will get the full benefits of the expressway once the construction work of Padma bridge is completed, RHD officials said, adding that they might have to wait about one and a half years.

After that the road user would be able to reach Bhanga from the capital (around 75km) within an hour, they said.

“The project summary has already been sent to the prime minister office and we have requested her to inaugurate it,” Road Transport and Bridges Minister Obaidul Quader said yesterday.

Expressway is a highway especially planned for high-speed traffic, usually having no or fewer number of intersections, limited points of access or exit, and a divider between lanes for traffic moving in opposite directions.
Roads and Highways Department (RHD) is implementing the project at the cost of Tk 10,964.15 crore.

The construction work began in September 2018 and supposed to be completed in June 2020, according to project documents.

Under the project, Bangladesh Army is upgrading the 55km-long Dhaka-Khulna Highway to four-lane.

There will be separate service lanes for the slow-moving vehicles on both sides from Jatrabari to Mawa (around 35km) and Pachchar to Bhanga (around 20km), project documents show.

An army official involved in the project said all the remaining works would be completed within this month, except a bridge on a branch road.

There will be 11 controlled access (entry or exit) points to the road, the official added.

Abdus Sabur, the immediate-past project director on behalf of RHD, said Padma bridge is an integral part of the expressway and the road would be fully functional once the construction work of the bridge is completed.

Although it would be a toll road, people unwilling to pay toll would be able to use the service roads, he added.

He said they would start taking toll once Padma Bridge becomes operational and then road users would start getting the real benefit of the expressway, he said.

A top RHD official said a committee was formed to deal with the toll-related issues of the project.

The committee has recommended that the toll collection starts after the construction work of Padma bridge is completed, he also said.

“People may feel aggrieved if we start collecting toll without offering the full benefits of the expressway,” he added.

The new deadline to complete the construction of the country’s largest bridge is June 2021. The overall progress of Padma Multipurpose Bridge project is 77 percent while the main bridge witnessed an 86 percent progress, Quader said yesterday.

He said 23 out of the 41 spans have already been installed while the construction of approach roads on both sides have been completed.
 
Good stuff and excellent to see the simultaneous progress on both the highway and the Padma bridge.

Soon the days of a long and arduous journey using road and ferry from the SW to Dhaka will be over.

Currently, the passengers bound for Faridpur, Jessore, Barisal, Rajbari, Jessore, and Khulna catch buses at Mirpur/Gabtoli and take a ferry at Aricha. After the opening of the new route, people will ride the bus somewhere at Gulistan and catch a ferry at Mawa to reach Bhanga and then to all other places.

However, Rajbari and Kushtia will become farther than the Aricha route.

Can the people of south bengal afford to pay toll when they are used to 10 tk launch deck ride to back home. :)

Some people are certainly able to pay tolls. But, they will be riding buses to travel to and from Dhaka. So, the bus company will raise the fare for the passengers.

But, a note about another thing. It surprised me to see the number of motorcycles in Faridpur three years ago. They will pay the tolls for crossing the Padma. Many of the motorcyclists are fencidyle smugglers. They frequent Jessore border.

So, a bridge will help them to earn an extra two pice. Dhaka people will get extra benefits of getting that medicine at their doorsteps. Please do not forget to make them a phone call!!

This is a very important point. Usually, for even small bridges, roads are not completed but the bridge is. It is good to see the road system to be commissioned even before the bridge construction is complete.

I am quite surprised to see how efficiently the planning has been materialized. Note that the passengers do not have to wait for the bridge to complete. They can use ferries in its absence for the time being. Do not forget to thank minister Quader. He is a very serious person. He gets mad at people for inefficiency. I wish his further elevation as the next generation leader.

A lot of construction projects are actually finished on time or before the planned finish.

Project Management is a lot better now.
 
This road needs to be seriously patrolled by the police. All the young adults with cars will try to break their speedometer on this road.

And please no speed breakers on an expressway !

However, @Homo Sapiens, watch the first few seconds in the video. A bus is turning right with such difficulty. At least, this part must be re-designed and re-built with a much and much larger "Radius of Curvature". Note that the angle of intersection is much below 90 degrees.

I think a 200m to 300m radius is needed for the buses to turn right. Now, it may not be more than 50m R. There must be other such ill-designed points. Design engineers are supposed to consider the functionality of all the tiny points.

A project is not merely a showcase that looks good to the eyes but must be functional as well. So, I give 50 marks to this project. All the deficiencies must be rectified.

In the case of Dubai/ME (not countries in west Europe, Japan or Korea), they give all the design/construction contracts to the European or Chinese companies without getting themselves involved except during the opening and commissioning. So, they have almost no contributions. They are all big Mudirs.

On the other hand, this BD highway complex has been conceived, planned, designed and constructed by the relevant people of Bangladesh. This is the most important point.

By reading the news I have the impression that the project was undertaken by the military engineers.
However, I would like our private design and construction companies to participate in similar future projects. It would enlarge their experience and confidence that will allow them to participate in the ME projects. In that case, you will see thousands of our own people going there to work on those projects. BD's image will drastically change at that point.

There are some faults in the Bhanga project but it is not important because the planners will learn from the mistakes. I also do not see signboards showing directions. I hope, these will be erected within the next one month before the formal opening.

Yes as you say they will learn from this project.

As an example the Dhaka to Sylhet(my home city) 4 lane highway will have a service lane and many other features as lessons learned from the Dhaka-Chittagong 4 lane highway.

Bit by bit BD will gain the knowledge to build it's own infrastructure but the process will take decades.
