the pandit ji I am talking about has worshipers throughout Punjab/AJK bureaucracy/civil service, police, pawaris, gardawars, tehsildaars, judiciary, then there are big shopkeepers and importers.

True that. An impoverished nation in desperate need can be manipulated in many ways. It will be a test of Afghan Government's resolve and Pakistan's perseverence and help set up Afghanistan which will thwart that idea in the long run. The more Pakistan remains engaged and helpful the less the chances. So in short this will have to be an economic and diplomatic effort.
