this is a quid pro quo arrangement. firstly it seems there was no crime committed by the consular. it is clearly a ploy to get green card by the maid. its ironic that the US is most likely being duped by a crooked maid rather than believing and working with the indian govt.
anyways, if we speak really strictly in our everyday lives we are all breaking some law or the other thereby are criminals.
eg how many times have you sped on the freeway? thats a traffic offence. ( i mean not 'you' but in general)
this practice of taking maids with similar arrangements is probably done by all officials. we dont know what are all the info thats been furnished. but on the whole would a maid like to be paid Rs 3000-4000 in india or about 30 - 40 K in US with all expenses paid. anyways, the prosecution needs to inflate the charges to win the case which is what they are doing.

Her pay was expressed in Rs not in US$ so...converting it she was paid something below the minimum wage as claimed by the officers converting it to 3-4K Rs makes no sense esp when she is living in US...as for expenses paid in the country I grew up expenses paid are nothing great: lodging, food and proper medical are basic needs which you should provide if you want a maid...its basic human rights...you dont count that in the salary....
