It's actually something that was being considered. There is no soil, just dunes of sand. Though you are definitely right about unforseen ecological consequences.

Fresh water is too expensive and short in supply. Desalination of seawater alone is too expensive let alone sending it into western china.

if there are small streams of water near by plus very low temperatures in winters, here could be a possible solution.

Reuse water as much as possible. Build tons of Waste water treatment plants, Build floating Solar power plants on reservoirs etc.

The water is there, it's just a question of how to harness it. 95% of the mighty Yangtze River flows straight into the Pacific Ocean. That's a LOT of wasted water.

Our South-North Water Transfer project is a great example of how we can move water from the Yangtze to North China, so we can do the same thing with Tibetan water into Northwest China.
