no cities can be considered safe for women in this way, pakistani cities are lot safer and women are not commonly harrassed karachi and maybe in islamabad peshawar and lahore..

I dont want to sound like a sexist but i think women are to some extent responsible for this.I have never been to Delhi but i hear that women over there are extremely westernised.People who migrate to Delhi from small towns and villages in search of jobs have never seen such women in their lives and this increases crime rate.
