Probably so. This is the notorious Delhi Police after all. It just caught hold of some beards and presented them as bombers.

Let us remember that the progressive student activist Umar Khalid from JNU university in Delhi has been in jail for the last one year because Delhi Police said that he incited the Delhi riots of early 2020 along with the anti-CAA act protesters.
