in india also a good percentage goes into the contractor's pocket. in the 80s the situation was terrible. i remember they even made a hit Malayalam movie showcasing the life of a crooked contractor. what's strange is that the crooked contractor was the hero of the movie!
A sign of the times..
As far as the metro in Delhi is concerned, notwithstanding the goofup by Afcons( the contractor on the stretch where the accident took place) the performance has been impeccable.
In all my yrs in the NCR I can say with certainity this one project has transformed the lives of ppl whereever it has reached. Its just that there are too many of us but still the performance, maintenance of construction schedules - the project is ahead on most stretches, timing ( trains every 3 min by the clock), cleanliness etc is something to be learnt from at least for Delhiites who have over the yrs reconciled to shoddy public transport.
