October 17, 2009 by Cyber Gandhi
According to the Global Peace Index, some $2.4 trillion (£1.5tr), or 4.4%, of the global economy is dependent on violence. The world spends around $1,000 billion annually on the military. In 2008, world military expenditure reached 1.46 trillion dollars, representing 2.4 percent of world gross domestic product (GDP). At least two million children die every year on account of violence in the world while nearly 40 million suffer disabilities (UNICEF Report).
As chronic hunger and food security issues now affect one-sixth of the worlds population, a third of them live in India. The number of hungry have increased globally about 100 million people this year. World Food Program is the largest UN humanitarian agency committed to fighting global hunger. Unfortunately, WFP received only $2.9 billion, which is one third their target. Inadequate funding of WFP would lead to devastating consequences for the hungry poor. WFPs proposed budget in India is US$17.8 million to cover direct operational costs for the food needs of 961,500 beneficiaries for five year (2008-2012). WFP is also seeking an additional funding of US$33.8 million for an estimated 2 million beneficiaries in India.
According to Forbes, there are 224 individual families in the world who have personal fortunes of $2.9 billion or more . Savitri Jindal, Indias richest woman have a wealth of $2.9 billion
The world is over-armed and peace is under-funded, says UN Secretary-General Ban Ki-moon. Three developing nations with poor human rights record were listed among the top 10 biggest military spenders in 2008 : China($ 84.9 Billion), Saudi Arabia ( $ 38.2 Billion) & India ( $ 30.0 Billion)
According to WFP, nearly 50 percent of the worlds hungry live in India, a low-income, food-deficit country with extremely low nutritional and health indicators. However, 35 per cent of Indias population 350 million people are malnourished and do not know where their next meal will come from.
On July 6, 2009, the Indian government announced its annual budget of approximately $ 210 billion in which $ 29.39 are kept for defence spending . There was 34% increase in Indias defence budget for the year 2009-2010. Comparing to China and Saudi Arabia, India have better human rights record and open democratic institutions, but we are home to around half of the worlds hungry.
If we consider the budget allocations in India for the year 2008-09, allocation for defence was Rs 105,600 crore which is 14.06% of total budget and around Rs 48,007 crore i.e. 45.5% of the defence budget is spent on arms and ammunitions. Binalakshmi Nepram, Secretary General of Control Arms Foundation of India (CAFI). If 40 % of the amount which we use to buy weapons of mass destruction is used for socio-economic uplift of our impoverished population, India can expect a qualitative change in the life-style of our citizens.
According to World Hunger Index , Twelve of the 17 Indian states fall into the alarming category, and oneMadhya Pradeshfalls into the extremely alarming category.
Unfortunately, Indian security regime is on shopping spree by ignoring the wishes of displaced dalits and other poor people of this country. In August 2009, India announced a separate 10 billion-dollar homeland security upgrade to be completed before 2016. The Indian military has floated global tenders for more than 800 bulletproof vehicles, which may cost 5.7 million-dollar alone. 150 arms firms from 15 countries participated in Indias first homeland security fair in New Delhi. A five day extravaganza, Aero India 2009, at the Yelahanka Air Force Base in Bangalore has attracted around 600 Indian and international companies from 25 countries for the exhibition.
India, incidentally, has bought military hardware and software from Israel worth over $7 billion since the 1991 Kargil conflict. Israeli Military Industries (IMI) recently signed a deal to build five factories in India to produce ordnance and ammunition. IMI make most of the small arms and ammunition for the Indian military. New Delhis fascination to military power grows bigger as the deals generate millions of kick backs. The Indian defence budget has allocated $ 4.4 billion for pensions during 2009-2010 alone.
Government of India blacklisted seven foreign companies due to bribery allegations. Sudipta Ghosh, the former head of the Ordnance Factories Board, India was suspended. Israel Aerospace Industries & Rafael were not blacklisted despite being named in a kickbacks scandal due to complexity of the existing deals. Israeli weapons industry employs 40,000 people and it was ranked as the fourth largest exporter of weapons in 2007 . 66 % of all weapons and weapons components manufactured in Israel are exported.
In 2005, Business Week reported that India became Israels largest importer of weapons, accounting for about half of the $3.6 billion worth of weapons exported by the Jewish state.
