PDF had been blocked many times in the past. And now due to current tension it seems some ISPs in India once again resort to same. In the past it was in the list of banned sites officially in India

Have you tried to open the site again on Jio?

If the same problem persist, then some networks might have banned...but it works fine on my BSNL.
