The figure of 2.5% you quoted was about 2013 !

The figure of 1.7% quoted is about 2014-2015 interim budget .

Isn't there difference between two ?

WRONG, SIPRI does include spending on non military security organizations (Central Police Forces, paramilitary organizations etc) ! Thats why the figure is higher.
