IMO no, the salan is spicy but not of Mirchi so its not hot by default at least of the best ones I have had in Hyderabad.

Also, Muslims even in Hyderabad do not eat hot food spicy yes but hot no.

Some people have no threshold for spice so they hold off of the mirche. To the badasses the salan tastes "pikha".
