No it isn't uncalled for.
Russian ambassador should have thought before he opened his mouth, rather should have consulted a map to see where Pakistan is, where Chechnya is and what comes in between Pakistan & Chechnya.
Chechnya itself has vast spaces still not fully under govt control, where these Chechen militants can train and do their work.
Which stupid will train in Pakistan, then go to Afghanistan, cross whole of the country and then enter in Russia and then go to Moscow and do the attack.
And what about Afghanistan, the huge areas which are uncontrolled by the govt and the coalition occupying forces, can't they get refuge there and do their doing.
Some logical thinking would have been better from the ambassador before he gave the statement.
Or should i say in counter to the ambassador that seeing the US withdrawal in sight, the Russians came up with this drama and want to blame Pakistan to pressurize it as they will be also on the losing side incase US withdraws. Looks absurd ?? Right. Similarly, absurd is the Ambassador's statement and the Indian reaction of how they want to use it for their own good, but as usual this drama will also flop.
Russia got attacked many many times, with far worse devastating results, from within by these terrorists, where was Pakistan then ??
So better Russia see within its own territory, rather then using this new blame game.
