Killing civilians should be avoided for sure, but it is Pakistans task to protect their civilians.
This can be done in two ways, avoiding conflict with neighbours and moving civilians
away from the frontline/border. Pakistan has not done its job.
If it had done its job, the civilians would still be alive.

The job of the opponent is to identify military targets, and only fire against those.
Note that it takes very little to make a place a military target.
A road, used to transport troops in difficult terrain, is a military target.

There is no evidence which points in it beeing intentional in this thread for sure.
The fact that it is very hard to hit a moving bus with artillery points against it beeing intentional.

cannot count on Indians not firing into Pakistan.
If they are kept away, they would not be killed.

You are still to provide info on how far away any Pakistani military has been from the place of impact.

You make Your own decision, but since You do not separate your civilians from your fighting forces
there are bound to be casualties.
